MINUTES FOR THE CITY COUNCIL WORKSHOP HELD ON MAY 21.2004 <br />Mayor Fran Miron called the workshop to order at 9:00 am. <br />PRESENT: Granger, Petryk, Miron <br />City Administrator Mike Ericson <br />CD Director Bryan Bear <br />Administrative Intern Tom Denaway <br />Paul Steinman, Springsted Inc. <br />ABSENT: Chuck Haas and Frank Puleo <br />ECONOMIC DEVELOPMENT AUTHORITY <br />City Administrator Mike Ericson reviewed with Council the Power Point presentation provided by <br />Administrative Intern Tom Denaway at the April 19, 2004 City Council meeting. The focus of an EDA <br />or an EDC (Economic Development Commission) is on three things: 1) business retentions; 2) business <br />expansion; and 3) business attraction. Paul Steinman from Springsted, Inc. is a former Economic <br />Development Director for the City of Elk River and is currently President of EDAM. He discussed with <br />Council and staff the statutory powers of an EDA, the most important of which is the power to levy. <br />Council had many questions for Paul and Finance Director Ron Otkin, with the focus on Council control <br />on funding and level of authority of the EDA or EDC. After discussion, Council agreed with the <br />reorganization of the current Council as the EDA, to a seven -member commission with two Council and <br />five citizens -at -large. Council directed staff to proceed with preparations to hold a public hearing. An <br />enabling resolution will be drafted by staff with levels of authority, funding and statutory duties of the <br />commission. This issue will be placed on the next regular agenda of June 7, 2004 for formal discussion <br />and direction to staff. <br />ADJOURN <br />Petryk made motion, Granger seconded, to adjourn at 10:30 am. <br />All aye.
