MINUTES FOR THE JOINT COUNCIL/PLANNING COMMISSION MEETING OF <br />OCTOBER 11, 2004 <br />Mayor Fran Miron called the meeting to order at 7:00 pm. <br />COUNCILPRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson; CD Director Bryan Bear; and City Planner Kendra Lindahl <br />PC PRESENT: Rosenquist, Bailly, Malaski, Keissler, McRoberts, Schumann <br />ABSENT: Hof beck <br />RURAL JOPEN SPACE COMMITTEE PRESENT: Dave Strub and Larry Ehret <br />Parks Commissioner Roger Clarke was also present. <br />This joint meeting of the Hugo City Council and the Planning Commission was called to discuss <br />the final report and recommendation of the Rural & Open Space Committee. <br />CD Director Bryan Bear gave a Power Point presentation, which provided an overview of the <br />committee's work over the past 1 %: years. The slides included the focus of the new ordinance to <br />maintain and protect Hugo's rural character by preserving important landscape elements. There <br />were many questions asked by Council and Commission members. <br />Bryan stated that the new Rural Preservation Ordinance would replace the old Cluster Housing <br />Ordinance. He noted that the committee had several rural growth and planner professionals attend <br />meetings to provide the committee with information and background. <br />One topic of major discussion by the committee was the housing allowances. Under the current <br />ordinance, property owners are allowed four units per 40 acres, with a maximum of six units. <br />Under the proposed new ordinance, eight units per 40 acres, with a maximum of 12 units, would <br />be allowed with a minimum of 50% open space. There were several rationales for both ordinances <br />and committee members shared some. Bryan stated that the new ordinance is a dramatic <br />improvement over the old, with a common goal of preserving open space. <br />Miron made motion, Haas seconded, to set a meeting at the October 18, 2004 regular Council <br />meeting for the public to discuss new ordinance. <br />Puleo made motion, Granger seconded, to amend the previous motion to schedule a joint <br />Council/Planning Commission workshop, since this is a major policy change by the City. <br />VOTE ON AMENDMENT: All aye. Motion Carried. <br />VOTE ON ORIGINAL MOTION: All aye. Motion Carried. <br />Council directed staff to advertise the meeting in the City's Newsletter and "Your Neighborhood <br />News and Report". <br />
