MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF NOVEMBER 19, 2004 <br />Mayor Fran Miron called the meeting to order at 8:30 am. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator Mike Ericson; CD Director Bryan Bear; Finance Director Ron Otkin; PW Director <br />Chris Petree; and Administrative Intern Tom Denaway <br />PRESENTATION OF PROPOSED 2005 CITY BUDGET <br />City Administrator Mike Ericson stated that this budget workshop was scheduled to allow the City <br />Council to discuss the proposed 2005 City budget and levy set by the Council on September 7, 2004. <br />The budget was prepared by Finance Director Ron Otkin, with a Council goal of a flat tax rate of <br />35.966%, which is the same as in 2004. Ron presented Council with a Power Point presentation, <br />which included budgeted revenues and expenditures, and expected staffing changes for 2005. Ron <br />mentioned the City's improved bond rating earned from Moody's, which moved the City from an A3 <br />to A1, will save the City money on future bond issues. Council requested an explanation from Fire <br />Chief Jim Compton as to the need for four additional firefighters in 2005. Council also discussed the <br />employee salary matrix and the annual performance review step increases and the cost -of -living <br />adjustments (COLA). The issue of a proposed increase in employee contribution to family insurance <br />coverage for 2005 was also discussed, as it relates to COLA and step increases. <br />DISCUSSION OF TRUTH -IN -TAXATION HEARING TO BE HELD 12/6/04 <br />Staff will present the Power Point slide presentation at the public hearing with some minor <br />modifications and changes suggested by Council. <br />DISCUSSION OF 2005-2010 WATER CAPITAL IMPROVEMENT PROGRAM <br />This item was removed from the agenda to an upcoming regular City Council meeting. <br />ADJOURNMENT <br />Granger made motion, Haas seconded, at 10:30 am. <br />All aye.
