MINUTES FOR THE JOINT COUNCIL/PLANNING COMMISSION MEETING OF <br />NOVEMBER 18, 2004 <br />Mayor Fran Miron called the meeting to order at 7:30 pm. <br />COUNCIL PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />PLANNING COMMISSION PRESENT: Bailly, Malaski, Hotfbeck, Kleissler, Schumann <br />RURAL & OPEN SPACE COMMITTEE: Larry Ehret, Dave Strub, and Will Riopel <br />STAFF: CD Director Bryan Bear, and City Planner Kendra Lindahl, and City Administrator Mike <br />Ericson at 9:18 pm. <br />The purpose of the joint Council/Planning Commission was to receive the final recommendation <br />from the Rural & Open Space Committee. <br />RECOMMENDATION FROM RURAL & OPEN SPACE COMMITTEE <br />CD Director Bryan Bear provided a Power Point presentation of the work to date on the Rural & <br />Open Space Committee. There were questions from the Council and Planning Commission. Mayor <br />Miron invited comments from the public. Catherine Scobie outlined a series of suggestions about <br />the design of the open space, allowing greater density, maintenance of open space, and perpetual <br />conservation easements. Amy Donlin of Lino Lakes encouraged the Council to approve the <br />ordinance, but wanted to make sure that all of the open spaces would link together. James Gregoire <br />discussed with the Council his desire to divide his 10 -acre corner lot. Jim Bever addressed the <br />Council with Jim commending the Council and the PC on their efforts. There was continued <br />discussion on the Committee's density recommendation of 12 units per 20 acres vs. the current <br />ordinance, which allows for six units. Council and Commission members also raised issues of the <br />length of a cul-de-sac, road upgrades, homeowner association's ownership of open space, and <br />definition of a buildable lot. Council agreed to direct staff to revise the ordinance and schedule <br />another joint Council/Planning Commission meeting to present a final report for approval. <br />ADJOURNMENT <br />Puleo made motion, Haas seconded, to adjourn the Council meeting at I0:00pm. <br />All aye. Motion Carried. <br />Malaski made motion, Kleissler seconded, to adjourn the Planning Commission meeting at I0:00pm. <br />All aye. Motion Carried. <br />Michael A.
