MINUTES FOR THE TRI -CITIES COALITION MEETING OF MAY 15, 2003 <br />Mayor Fran Miron called the meeting to order at 7:00 pm. Mayor Miron welcomed everyone to the <br />meeting, and each person around the tables introduced themselves. <br />PRESENT (City of Hugo): Council members Mike Granger, Chuck Haas, Mayor Fran Miron, <br />Planning Commission Chair Dave Schumann, City Engineer Dave Mitchell, CD Director John Rask, <br />and City Administrator Michael Ericson <br />ABSENT: Council member Becky Petryk and Frank Puleo <br />PRESENT (City of Centerville): Council members Mary Capra, Jeff Paar, Linda Broussard Vickers, <br />Tom Lee, Mayor Terry Sweeney, and City Administrator Kim Moore Sykes <br />PRESENT (City of Lino Lakes): City Administrator Linda Waite Smith, Council members Donna <br />Carlson, Caroline Dahl, and Mayor John Bergeson, CD Director Mike Grochala, Planner Jeff Smyser, <br />and City Engineer Jim Studenski <br />OTHERS PRESENT: Anoka County Commissioner Rhonda Sivarajah; Anoka County Transportation <br />Manager Kate Garwood; Anoka County Engineer Doug Fischer, MnDOT Representative Rick <br />Amebeck; Washington County Engineer Don Theisen; Tim Rehbein from Lino Lakes Chamber of <br />Commerce; and interested citizens. <br />CSAH 8114 IMPROVEMENT PROJECT <br />Hugo City Administrator Mike Ericson reviewed with everyone the March 20, 2003 meeting minutes <br />and the contents of the May 15, 2003 agenda materials. He explained that the Hugo City Council had <br />selected the 142'd Street alignment for the CSAH 8/14 project at its May 5, 2003 meeting. The <br />Washington County Board will consider this recommendation at its June 24, 2003 meeting. <br />I -35E CORRIDOR COALITION <br />Hugo City Administrator Mike Ericson introduced SEH senior transportation engineer Glen Van <br />Wormer. Glen facilitated the process of identifying local issues and concerns from the three cities and <br />all attendees. The exercise resulted in a large list categorized into four areas: 1) transportation <br />system; 2) land use considerations; 3) environmental; and 4) miscellaneous. The complete list is a <br />memo attachment from Glen. The attendees took a ten minute break and returned to discuss the next <br />action. Hugo Mayor Fran Miron reminded the attendees about the need to form as coalition, a united <br />coalition, as suggested by Congressman Mark Kennedy last fall. He offered the use of Hugo City staff <br />to prepare a draft Joint Powers Agreement. Anoka County Engineer Doug Fischer offered his <br />department's assistance. A draft JPA will be sent to the three cities, Columbus Township, two <br />counties, and to the City of Forest Lake for review and comment. Doug Fischer also provided an <br />update to Jeff Paar and the Centerville City Council on the CSAH 14 project west of I -35E. MnDOT <br />representative Rick Amebeck stated that MnDOT has grant funds for this study. There may also be <br />Metropolitan Council grant dollars, too. Glen will assist the coalition in the development of a work <br />plan with goals. The coalition will be able to use the CSAH 97 and I -35E studies in developing of a <br />study of the I -35E & CSAH 14 area. <br />
