MINUTES FOR THE COUNCIL BUDGET WORKSHIP HELD ON OCTOBER 24, 2003 <br />Mayor Miron called the meeting to order at 8:00 am. <br />PRESENT: Granger, Petryk, Puleo, Miron (Haas arrived at 8:20 am.) <br />City Administrator Michael Ericson <br />CD Director John Rask <br />Finance Director Ron Otkin <br />Public Works Director Chris Petree <br />Fire Chief Jim Compton <br />2nd Assistant Chief Jadon 011ila <br />BUDGET OVERVIEW <br />City Administrator Mike Ericson stated that the Council set its preliminary maximum levy of <br />$2,659,983 at its September 2, 2003 meeting. Council then set this meeting and directed staff to <br />prepare a budget to reflect these projected revenues. <br />BUDGET BACKGROUND INFORMATION (POWER POINT PRESENTATION) <br />CD Director John Rask provided Council and staff with a Power Point presentation to review <br />information related to the 2003 City budget approved by Council in December 2002. He also shared <br />a snapshot of the mid -year review of the City budget completed by Council on June 13, 2003. Tax <br />law changes by the State Legislature have put more reliance on local property taxes. <br />PROPOSED 2004 CITY BUDGET <br />Finance Director Ron Otkin presented his proposed 2004 City budget of $2,365,910. His proposal <br />includes a budget increase of 2.7%, but a 6.8% decrease in the urban tax rate. <br />COUNCIL DISCUSSION AND RECOMMENDATIONS <br />The Council was supportive of the proposed budget. They agreed with Ron's 2.5% COLA for <br />employees for 2004 based on the Twin Cities Metro Consumer Price Index. They agreed to review <br />the salary matrix and part of the annual goal setting session in January 2004. The budget will be <br />formally presented at the Council's December 1, 2003 meeting with formal adoption at its December <br />15, 2003 meeting. <br />ADJOURNMENT <br />Haas made motion, Granger seconded, to adjourn at 10:30 am. <br />All aye.
