City Council meeting of April 15, 2002 <br />Page 9 <br />STORM WATER TRUNK AND PONDING ORDINANCE <br />For the past two years, Water Resource Engineer Pete Willenbring and WSB Engineers has been <br />working on a storm water trunk and ponding ordinance whereby the City would charge a fee for regional <br />storm water collection in industrial, commercial, and residential areas. Pete developed a storm water <br />trunk and ponding ordinance, which has been reviewed and revised by City Attorney Dave Snyder City <br />staff recommended Council approve the storm water trunk and ponding ordinance and set the 2002 fees <br />as follows: trunk conveyance fee for all developing property: $0.07 per square foot trunk ponding fee; <br />$0.01 per square foot for residential less than one lot per acre; $0.02 per square foot for residential <br />having 1-3 lots per acre; $0.06 per square foot for residential having greater than 3 lots per acre; and <br />$0.17 for commercial and industrial sites. <br />Haas made motion, Granger seconded, to adopt ORDINANCE 2002-360 AN ORDINANCE <br />ESTABLISHING CERTAIN UNIFORM TRUNK AND STROM WATER PONDING CHARGES FOR <br />STORM WATER TRUNK AND PONDING IMPROVEMENTS TO BE IMPOSED ON <br />DEVELOPING PROPERTY WITHIN THE MUSA. <br />VOTING AYE: Granger, Haas, Petryk, Puleo, Miron <br />Motion Carried. <br />SF 434 SHOOTING RANGE BILL IN SENATE COMMITTEE <br />City Council member Chuck Haas has requested that this issue be placed on the Council agenda for <br />discussion purposes. SF 434 adopts language that changes current state statute regarding the operation <br />of shooting ranges. Staff will provide additional comment at the Council meeting. <br />Haas made motion, Puleo seconded, to table this matter until the Council meeting of May 6, 2002. <br />All aye. Motion Carried. <br />PLANNING COMMISSION APPOINTMENTS <br />Mayor Miron questioned Mr. Rooney if he desired a closed session as this matter dealt his performance <br />on the Hugo Planning Commission. Mr. Rooney stated that he chose an open session. Mayor Miron <br />read a statement regarding the performance of Patrick Rooney as a Hugo Planning Commissioner. Mr. <br />Rooney addressed the Council stating that he was not sure of the charges being brought against him, and <br />that he felt he was doing the job asked of him. City Attorney Dave Snyder stated that there were no <br />charges being brought against him and that he serves at the will of the City Council. Council member <br />Puleo concurred with the Mayor's opinion relative to Planning Commission applicants feeling <br />intimidated by Mr. Rooney. <br />Miron made motion, Puleo seconded, that Mr. Patrick Rooney be removed from the Hugo Planning <br />Commission and direct staff to advertise for the vacancy. <br />All aye. Motion Carried. <br />
