Motion Carried. <br />DISCUSSION ON SPECIAL ASSESSMENT STREET IMPROVEMENT POLICY <br />Staff presented a draft street assessment policy for discussion and consideration by the City Council. <br />State Statutes allow municipalities to assess all or portions of the costs of any public improvements <br />to property owners basod on the benefits received from the project. The purpose of the assessment <br />policy is to provide a guide to be used by staff for preparing assessment rolls for approval by the <br />City Council. Further, the policy assists in capital improvements programming by defining the <br />amount to be funded through general assessments. Lastly, the assessment policy is meant to assure <br />uniform and consistent treatment to all property owners within the City as improvements occur. The <br />Council agreed to discuss this issue further on June 12, 2002. <br />Council member Frank Puleo shared with Council a number of issues related to the City Hall <br />landscaping. <br />Granger made motion, Haas seconded, to direct Arnt Construction to install a 12" corrugated pipe to <br />route rainwater garden water on the east side of City Hall at a cost of $3,000. <br />All aye. Motion Carried. <br />Puleo made motion, Haas seconded, to have Arnt Construction change out sump line inside and <br />outside basement from east to west side at a cost of $1,600. <br />All aye. Motion Carried. <br />Granger made motion, Haas seconded, to pay an additional $835 to Southview Design to make some <br />changes in the edging and river rock in the landscaping. <br />All aye. Motion Carried. <br />Miron made motion, Haas seconded, for an additional $168 for large bushes to screen the HVAC <br />units on the west side of City Hall. <br />All aye. Motion Carried. <br />Petryk made motion, Granger seconded, to remove the silver maple on the east side of City Hall, <br />which was in poor position next to rainwater garden and not in good condition. <br />All aye. Motion Carried. <br />
