MINUTES FOR THE MORNING COUNCIL WORKSHOP OF NNE 12, 2002 <br />Mayor Fran Miron called the workshop to order at 8:00 am. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator, Michael Ericson <br />CD Director, John Rask <br />City Engineer, Dave Mitchell <br />Finance Director, Ron Otkin <br />Paul Steinman and Mikaela Hout, Springsted <br />TAX INCREMENT FINANCING <br />CD Director John Rask provided an overview of the issues discussed at the June 3, 2002 Council <br />workshop. Paul Steinman explained the full history of the City's 1996 TIF Plan, which was certified <br />to the State on September 5, 1997. It was a Scattered Site Redevelopment District that was set to <br />close in five years (2002). Paul and Mikaela provided a thorough analysis of the district and a <br />detailed matrix of the businesses, with three options to provide TIP relief to businesses. <br />Miron made motion, Puleo seconded, 80/20 2 -year commitment relief to businesses. <br />Haas made motion, Petryk seconded, to amend the previous motion for a 50/50 1 -year commitment <br />to businesses. <br />VOTING AYE ON AMENDMENT: Granger, Haas, Petryk, Puleo <br />VOTING NAY: Fran Miron <br />Motion Carried. <br />VOTE ON AMENDED ORIGINAL MOTION: All aye. Motion Carried. <br />Miron made motion, Granger seconded, to schedule a daytime meeting with the BEIP businesses to <br />explain the issue and to public notice the meeting. <br />All aye. Motion Carried. <br />DISCUSSION OF 13 ACRES IN BEIP (ROSEMARY LINDEN PROPERTY) <br />CD Director John Rask reported that the Council would have at least four options to consider at its <br />June 17, 2002 regular meeting. <br />SPECIAL ASSESSMENT STREET IMPROVEMENT POLICY <br />City Engineer Dave Mitchell discussed with Council the importance of this policy. Staff suggested <br />that the Council hold a public hearing on July 15, 2002 and Council agreed. <br />
