City Council meeting of July 15, 2002 <br />Page 6 <br />APPROVE COOPERATIVE AGREEMENT W/RCWD AND COUNTY FOR CULVERT <br />REPLACEMENT <br />City staff was contacted by Steve Hobbs, administrator for the RCWD, regarding submittal of the <br />Cooperative Agreement with the RCWD and Washington County for the installation of culverts along <br />Hardwood Creek and JD2. Council had previously directed staff to proceed with the installation of the <br />culverts and to complete the necessary agreements with all agencies. City staff has reviewed the <br />Agreement and found it to be consistent and standard with respect to the normal and customary <br />cooperative agreements. City Attorney Dave Snyder provided a number of suggested changes to the <br />Agreement that met with Council approval. Brett Emmons from EOR answered questions from the <br />Council. Council requested staff provide the funding source for this work be provided to them at their <br />meeting of August 5, 2002. <br />Haas made motion, Puleo seconded, to approve the Cooperative Agreement with the RCWD and <br />Washington County for culvert replacement on Hardwood Creek and J132 with suggested changes <br />outlined by the City Attorney. <br />All aye. Motion Carried. <br />Miron made motion, Haas seconded, directing staff to send a letter to Washington County and the City <br />of Forest Lake indicating Hugo's acceptance of the Agreement and encourage them to sign the <br />Agreement in an effort to move the project along. <br />All aye. Motion Carried. <br />140TH STREET/LAIKE PLAISTED REPAIR PROJECT <br />Mayor Fran Miron inspected the new gravel road on 14e Street adjacent to Lake Plaisted on June 22, <br />2002. The Mayor reported that there was severe erosion on the road and contacted the Public Works <br />Director Chris Petree to investigate the problem. Chris and City Engineer Dave Mitchell met on site to <br />survey the erosion along the lake, which is approximately 400' long. Additional riprap needs to be <br />placed along the shoreline as well to prevent the continued erosion of the road. Chris provided <br />quotations for the work, as well as updating the Council on the permitting process. <br />Miron made motion, Haas seconded, to approve the installation of riprap along the steep bank of 400' to <br />500' of 14& Street along Lake Plaisted, at a cost not to exceed $28,185. <br />All aye. Motion Carried. <br />UPDATE ON SALE OF 13 ACRES IN BEIP <br />At its June 17, 2002 meeting, CD Director John Rask presented an update on the sale of the BEIP <br />property to a number of interested developers. Council had also discussed this issue previously at its <br />workshop on Monday, June 3, 2002, at which Tom Junnila presented a concept plan on behalf of the <br />Schwieters Properties. Council agreed and directed CD Director to inform the developers and/or buyers <br />that a July 15'h deadline would be set in order to allow staff an opportunity to review purchase proposals. <br />
