hE94UTES FOR THE SPECIAL CITY COUNCIL MEETING OF AUGUST 26.2002 <br />Mayor Fran Miron called the meeting to order at 7:30 pm. <br />PRESENT: Granger, Haas, Petryk, Puled, Munn <br />City Administrator, Michael Ericson <br />City Finance Director, Ron Oddn <br />City Attorney, Dave Snyder <br />City Engineer, Dave Mitchell <br />City Attorney Dave Snyder and City Engineer Dave Mitchell reviewed with Council the drat policy <br />for street reoonstructiaL Council suggested some revisions, including clarification of the proposed <br />50/50 cost sharing for standard reoonstrnction of City streets. Council requested a revision of 75% <br />from I OD% for netail/commeraaUmdustrial. The City Attorney will make revisions and present the <br />policy at the next Council 'meeting. <br />RC`WD-Administrator Steve Hobbs was present to discuss with Council the throe options for replacing <br />the culverts on JD2. If the City is to receive State Bridge Bond fimds, it must design the mad to <br />MnDOT strndwds. The City will need a variance from MnDOT to construct a 26' wide road from the <br />MnDOT standard 32'. <br />Munn made motion, Haas seconded, directing City Attorney Dave Snyder to prepare a resolution of <br />support for the variance for presentation at the September 3, 2002 City Council meeting. <br />All aye. Motion Carried. <br />Council also discussed the need for a stoimwater utility fee, but want it to be fair and equitable to <br />everyone. Council directed staff to research this issue and bring a draft ordinance to the next City <br />Council meeting. <br />Haas made motion, Miran seconded, that staff not use MN State Statute 444 finding, but explore a <br />stormwater-taxing district Council will explore the option of an intufund transfrr fiom the sanitary <br />sewer fund to finance the project. <br />All aye. Motion Carried. <br />Granger made motion, Petryk seconded, to adjourn at 10:00 pm. <br />All aye. Motion Carried. <br />Michael A. Ericson <br />City Administrator <br />
