MINUTES FOR THE CITY COUNCIL MEETING OF OCTOBER 14.2002 <br />Mayor Fran Miron called the meeting to order at 6:00 pm. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator, Michael Ericson <br />CD Director, John Rask <br />Water Resource Engineer, Pete Willenbring <br />A record of residents in attendance has been made a part of the record. <br />WELCOME AND INTRODUCTIONS <br />Mayor Fran Miron thanked the 25 people for attending the meeting, which the Council called for the <br />special purpose of discussing the revised West Oneka Lake Study and to improve the 165'h ditch due to <br />flooding problems. City Administrator Mike Ericson stated the mailing went out to more than 100 <br />people who live in and around Oneka Lake up to 170'h Street. <br />SCOPE OF WEST ONEKA LAKE STUDY <br />CD Director John Rask provided a primer on the basics on why a city must have a stormwater <br />management plan. He also provided an overview of the City's West Oneka Lake Study, which has <br />been revised by the City's Water Resource Engineer Pete Willenbring from WSB Engineers. The City <br />desires to take a proactive approach to re&ional stormwater planning. There are three phases to the <br />project with the third phase north of 170 Street. <br />Pete Willenbring then explained the changes in the plan since the last public meeting nearly one year <br />ago. After questions by Council: <br />Haas made motion, Granger seconded, directing Pete Willenbring to complete the work plan with a <br />scheduled completion date of spring 2003. This plan will be brought back to the November 4, 2002 <br />Council meeting. <br />All aye. Motion Carried. <br />Pete informed the Council and attendees that the project would be paid for through the City's <br />stormwater trunk and ponding fees. The three major landowners would pay for the majority. <br />Miron made motion, Petryk seconded, that the City proceed with Phase 1 of the plan and acquire <br />easements for the work. Council also requested that the finding source be clarified at the Council's <br />budget workshop meeting on October 28, 2002. <br />VOTING AYE: Granger, Haas, Petryk, Miron <br />ABSTAINED: Puleo <br />Motion Carried. <br />Council then took public comments from eight residents and property owners. Ron Cressman, Scott <br />Arcand, Michael Christensen, Bruce Discher, Elizabeth Hermann, Gary Markovich, Greg Bernier, and <br />Beverly Aplikowski. All were in favor of the project except for Mr. Arcand. <br />After public comments, many residents signed a prepared petition requesting the work. <br />
