MINUTES FOR THE CITY COUNCIL WORKSHOP OF NOVEMBER 25, 2002 <br />Mayor Fran Miron opened the Council workshop at 7:00 pm. <br />PRESENT: Granger, Haas, Miron <br />City Administrator, Michael Ericson <br />CD Director, John Rask <br />City Engineer, Dave Mitchell <br />Finance Director, Ron Otkin <br />Fire Chief, Jim Compton <br />I" Assistant Fire Chief, Greg Burmeister <br />2"d Assistant Fire Chief, Jadon 011ila <br />ABSENT: Petryk and Puleo <br />CSAR 8/14 REALIGNMENT PROJECT <br />CD Director John Rask provided a Power Point presentation of the CSAH 8/14 realignment project and its <br />impact on City streets. He explained that with each proposed connection to TH61, there would need to be <br />interior City street connections. Washington County Engineer Don Theisen and Sandy Cullen and Chris <br />Manthey explained the alignments in more detail and shared a project update. Estimated City share of costs <br />are: 1) 142"d Street - $2.9 million; 2) 145" Street - $8.7 million; and 3) 147" Street - $3.7 million. John <br />Rask stated that the City's funds could come from: 1) park funds; 2) sewer and water funds; 3) GO <br />bonding; and 4) tax abatement. Members of the Hugo Business Association asked questions about the <br />project, and County and City staff answered them. <br />PROPOSED 2003 BUDGET <br />City Administrator Mike Ericson and Finance Director Ron Otkin presented the proposed 2003 City budget. <br />Ron stated that the three major areas of reductions would be: 1) Fire Department; 2) donations and <br />contributions, and 3) public works. Council directed staff to continue with the proposed cuts. The Truth in <br />Taxation hearing will be held on December 2, 2002. <br />ADJOURNMENT <br />Haas made motion, Granger seconded, to adjourn at 9:54 pm. <br />All aye.
