MINUTES FOR THE JOINT CITY COUNCIL/PLANNING COMMISSION MEETING OF <br />APRIL 9.2001 <br />Mayor Fran Miron called the meeting to order at 7:00 pm. <br />CITY COUNCIL PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator, Michael Ericson <br />Community Development Director, John Rask <br />City Engineer, Dave Mitchell <br />Landscape Architect Laurie McCrostie <br />Engineer Andi Moffatt, WSB <br />PLANNING COMMISSION PRESENT: Schumann, Malaski, Rooney, McRoberts, Peltier <br />ABSENT: Rosenquist and Kleissler <br />EVERTON AVENUE STUDY - LAND USE DETERMINATION <br />At its March 19, 2001 meeting, the Hugo City Council scheduled a joint meeting with the Hugo <br />Planning Commission for Monday, April 9, 2001 at 7:00 p.m. for the purpose of discussing the Everton <br />Avenue Study Project. The specific purpose of the meeting was for the City Council and Planning <br />Commission to review the draft land use options from staff and provide specific direction as to the <br />selection of a land use plan for inclusion in the final neighborhood plan for consideration by the <br />Planning Commission at its Wednesday, April 25, 2001 meeting. Consistent with the information <br />provided to the property owners at the last Everton Avenue Neighborhood meeting, staff has proposed <br />a variety of land use scenarios for consideration. Staff suggested at the last meeting that property <br />owners review a variety of land use issues and be prepared to offer suggestions or recommendations to <br />both the Planning Commission and City Council members. This specially called meeting with the City <br />Council and the Planning Commission was a forum for discussion and a final recommendation from the <br />Planning Commission as a recommending body to the City Council. Community Development <br />Director John Rask presented a brief overview of the staff report and referenced the land use scenarios <br />with full-sized color -coded City map boards. City Engineer Dave Mitchell presented the <br />Transportation Plan. Laurie McCrostie presented the Parks and Open Space Plan. Andi Moffatt <br />reported on the Water Management Plan. Comments were taken from the audience. <br />McRoberts made motion, Peltier seconded, to recommend approval of Option D to the Council. <br />PLANNING COMMISSION <br />VOTING AYE: Malaski, McRoberts, Peltier, Schumann <br />VOTING NAY: Pat Rooney <br />Motion Carried. <br />CITY COUNCIL <br />Miron made motion, Haas seconded, to approve Option D. <br />All aye. Motion Carried. <br />Haas made motion, Petryk seconded, requesting staff look again at the areas classified as Option D with <br />regard to density. <br />All aye. Motion Carried. <br />
