MINUTES FOR THE HUGO COUNCIL WORKSHOP/SPECIAL MEETING OF JUNE 25, <br />2001 <br />Mayor Fran Miron called the Council to order at 7:00 pm. <br />PRESENT: Granger, Haas, Petryk, Puleo, Miron <br />City Administrator, Michael Ericson <br />City Attorney, Dave Snyder <br />City Engineer, Dave Mitchell <br />Public Works Director, Chris Petree <br />JD2 APPEAL <br />Mayor Fran Miron passed the gavel to Chuck Haas and sat in the audience while Council discussed <br />the JD2 appeal process. Councilman Frank Puleo explained the results from the June 22, 2001 <br />mediation session with the RCWD, BWSR, and DNR and was encouraged by the good faith gesture <br />by all parties. An implementation plan/study will be completed by the RCWD and discussed at the <br />next mediation session on Wednesday, July 18, 2001 at 7:00 am. City Attorney Dave Snyder <br />explained the City Council's three options: 1) do nothing; 2) appeal; and 3) a nominal appeal where <br />the City would still be a plaintiff, but would not fund the appeal process. <br />Puleo made motion to have the Council opt for a nominal appeal. Motion died for lack of second. <br />Granger made motion, Haas seconded, for the City to withdraw from funding of the lawsuit and play <br />a neutral role with the plaintiffs. After discussion, both Council members withdrew their motion and <br />Council took no action on the JD2 appeal process. Staff asked for a clear direction as to the decision <br />by the Council, and the clarification offered was that by taking no action, the appeal process, on <br />behalf of the City, is dismissed. Staff was directed to contact Attorney Paul Haik and notify him that <br />the City would not proceed with the appeal process for the JD2 lawsuit. <br />Acting Mayor Chuck Haas passed the gavel back to Mayor Miron at 8:30 pm. <br />DISCUSSION OF PUBLIC WORKS TOUR <br />Council briefly discussed its tour of the public works facilities located in New Brighton, the City of <br />Forest Lake, and the Township of Forest Lake. The tour was attended by the four Council members <br />without Mayor Miron, who was unable to attend. City Administrator Mike Ericson, City Engineer <br />Dave Mitchell, and Public Works Director Chris Petree also attended the tour. <br />DISCUSSION OF PAVEMENT MANAGEMENT <br />City Engineer Dave Mitchell presented the pavement management plan for the City that included a <br />ranking based on an elevation of the streets completed last year by an engineering intern. The plan <br />color -coded streets in the City that require improvement. Council discussed with staff its desire to <br />have a formalized street assessment policy for both residential and collector roads before this issue is <br />brought to the residents. This issue will be placed on the next regular Council agenda for formal <br />Council authorization. <br />
