MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF APRIL 24.2000 <br />Mayor Walter Stoltzman called the meeting to order at 7:00 pm. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Mike Ericson <br />City Attorney, Dave Snyder <br />The purpose of this meeting was to continue the hearing to consider revocation of the liquor <br />license for the End Zone. Attorney Snyder provided a summary of the subject of the hearing for <br />those present; Alan Kantrud, attorney for Antonina Kramarczuk, also provided a written narrative <br />outlining the history of Antonina's involvement with Adrian Kramarczuk. After the Council <br />questioned the attorneys for clarification of the issues: <br />Petryk made motion, Barnes seconded, directing Antonina Kramarczuk to provide the City, within <br />60 days, amended Articles of Incorporation identifying her as a shareholder in the corporation. <br />All aye. Motion Carried. <br />When provided, this matter will be placed on the Consent Agenda for approval. <br />DEVELOPMENT AGREEMENT (BEIP 4TH ADDITION) <br />The City Administrator provided specifics of revisions made to the Development Agreement, from <br />the April 17, 2000 Council meeting, as per the City Attorney. The interest rate will be I% over the <br />sale of the bonds, and the shared fees will be proportionately distributed. <br />Haas made motion, Leroux seconded, to approve the Development Agreement between the City of <br />Hugo and Tom Jackson and Judy Marier, for the BEIP a Addition. <br />All aye. Motion Carried. <br />DEVELOPMENT AGREEMENT (MN UNION BUILDERS) <br />The City Administrator stated that the changes suggested by the City Attorney will be incorporated <br />into the final draft. Frank Dunbar, from MN Union Builders, answered questions from the <br />Council. <br />Leroux made motion, Petryk seconded, to approve the Development Agreement between the City <br />of Hugo and MN Union Builders. <br />All aye. Motion Carried. <br />NEW CITY HALL <br />The Council discussed methods of keeping residents informed as to the status/progress of a new <br />City Hall. The City's spring Newsletter and the newly created web site were two avenues <br />discussed. The Council considers keeping the public well informed a most important part of the <br />process. <br />
