City Council meeting of August 10, 2000 <br />Page 2 <br />subdivision standards. A detailed report from the Community Development Director concluded <br />with a staff recommendation that the Council extend the moratorium for an additional 9 -month <br />period, with future consideration to extend the moratorium for an additional nine months, if the <br />necessary work is not completed with the first 9 -month period. <br />Developer Jim Peterson requested that the City exempt him from the moratorium standards, and <br />allow him to proceed with development of 80 acres belonging to Martha Peltier. Mrs. Peltier's <br />property is being considered as a site for the City' new water tower. Attorney Snyder stated that <br />there was nothing preventing the developer from talking to the City "to conceptually advance his <br />cause". Len Pratt and John Peterson, developers of Victor Gardens, formerly known as Wenzel <br />Farms, requested the Council consider their development as being approved prior to the <br />moratorium's initial adoption to allow them to proceed. Staff will review the records and <br />provide an opinion at the Council meeting of August 21, 2000. <br />Stoltzman made motion, Petryk seconded, to adopt RESOLUTION 2000-21, A RESOLUTION <br />APPROVING A NINE-MONTH EXTENSION FO THE INTERIM ORDINANCE <br />ESTABLISHING A TEMPORARY DEVELOPMENT MORATORIUM ON RESIDENTIAL <br />DEVELOPMENT WITHIN THE MUSA, and create a corresponding ordinance addressing this <br />extension. <br />VOTING AYE: Haas, Petryk, Stoltzman <br />VOTING NAY: Jim Leroux <br />Motion Carried. <br />SUBORDINATION AGREEMENT (NOR LAKES PROPERTYI <br />Stoltzman made motion, Leroux seconded, to approve the Subordination of Development <br />Agreement between the City of Hugo and Nor -Lakes Holding Co., LLC, and U.S. Small <br />Business Administration. <br />All aye. Motion Carried. <br />ADJOURNMENT <br />Petryk made motion, Stoltzman seconded, to adjourn at 9:25 pm. <br />All aye.
