City Council meeting of November 20, 2000 <br />Page 4 <br />that includes 670 housing units, and 185,000 sq R of commercial/institutional buildings on 220 -acre <br />site. The requested PUD would replace the former Wenzel Farms PUD approved for this site. At its <br />November 8, 2000 meeting, the Planning Commission approved the PUD concept plan, and <br />recommended its approval to the Council. City staff recommended approval of the PUD concept <br />plan only, subject to conditions outlined in the proposed resolution. If the Council approved the <br />concept plan, the applicant would submit a preliminary plat application. Site plan review would be <br />required for the townhomes, commercial and institutional buildings, and the apartment buildings. <br />Community Development Director, John Rask, presented a detailed explanation of the application. <br />Planning Commissioner, Pat Rooney, presented the "minority" view of the Commission's opinion <br />for approval. Mayor Stoltzman expressed concern with traffic in the development, with a continued <br />discussion of road widths. <br />Haas made motion, Barnes seconded, to adopt RESOLUTION 2000-47, A RESOLUTION <br />APPROVING PUD CONCEPT PLAN FOR PRATT ARNT-OAKWOOD, LLC, FOR VICTOR <br />GARDENS ON PROPERTY LOCATED NORTH AND SOUTH OF CSAH 8 AND EAST OF <br />EXISTING ELMCREST AVENUE NORTH. <br />VOTING AYE: Barnes, Haas, Leroux <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />CITY HALT. SITE SELECTION <br />Haas made motion, Leroux seconded, directing staff to expand the City's site plan options and <br />inquire about the acquisition of the Marier property on Fitzgerald Avenue as a potential site for the <br />new City Hall. <br />All aye. Motion Carried. <br />COUNCIL -ELECT ORIENTATION <br />The City Administrator will be meeting with the Mayor -elect and Councils -elect, and will inform the <br />Council the dates when the orientation can take place. <br />STAFF EVALUATION FORMS <br />The Council will be provided forms for evaluation of the job performance of the following: City <br />Administrator, Mike Ericson; City Attorney, Dave Snyder, City Engineer, Dave Mitchell; and Water <br />Resource Engineer, Pete Willenbring. <br />CHRISTMAS PARTY <br />Councilman Haas will organize the Council/staff Christmas Party. <br />
