MINUTES FOR THE HUGO CITY COUNCIL MEETING OF JANUARY 25,1999 <br />The Mayor reconvened the recessed Council meeting of January 19, 1999 at 7:30 p.m. <br />PRESENT: Barnes, Haas, Leroux, Petryk Stoltzman <br />City Administrator, Robert Museus <br />Planning Commission Chairman, Frank Puleo <br />The Council continued with the agenda items left unfinished from the regularly -scheduled <br />meeting of January 19th and the City's draft comprehensive land -use regulations. A substantial <br />amount of time was devoted to discussing the appropriate zoning along Ehncrest Avenue and <br />Everton Avenue. Ed Waller requested the Council obtain a legal opinion on whether the <br />changes in the zoning conditions for the long-term agriculture district, in the proposed new <br />ordinance, would conflict with his "contract" with the State of Minnesota for placing his <br />property in the long-term agricultural district. Other residents objected to the industrial -reserve <br />classification proposed for property along the east of Elmcrest Avenue. Sections 1 - 5 of the <br />ordinance were reviewed. The Council then decided to establish a date to continue review of <br />the ordinance at the regularly -scheduled meeting of February 1, 1999. The Council reviewed a <br />draft resolution ordering the pubic improvement hearing for the proposed improvements to the <br />Peloquin Industrial Park, on the east side of Forest Boulevard, from 152nd Street north to the <br />north section line of Section 17. <br />Barnes made motion, Stoltzman seconded, to adopt RESOLUTION 1999-1, A RESOLUTION <br />RECEIVING THE ENGINEER'S REPORT FOR THE PROPOSED IMPROVEMENT OF <br />THE PELOQUIN INDUSTRIAL PARK ON THE EAST SIDE OF FOREST BLVD, BY <br />CONSTRUCTION OF SANITARY SEWER, MUNICIPAL WATER, STORM SEWER, <br />CURB, GUTTER, AND PAVED STREETS AND CALLING FOR A HEARING ON THE <br />IMPROVEMENT, SUBJECT TO ADDING THE AREA EAST OF FOREST BOULEVARD <br />BETWEEN 152ND STREET AND THE NORTH END OF THE TRAILER PARK INTO <br />THE HEARING. <br />VOTING AYE: Barnes, Haas, Leroux, Petryk, Stotlzman <br />Motion Carried. <br />Council member Haas requested updates of the progress of the City Fire Hall and JD2 <br />maintenance project. The City Administrator stated that they will be scheduled for the Council <br />meeting of February 1, 1999. <br />Barnes made motion, Leroux seconded, to adjourn at 11:00 p.m. <br />All aye.
