MINUTES FOR THE HUGO CITY COUNCIL MEETING OF FEBRUARY 10, 1999 <br />The Mayor reconvened the City Council meeting of February 1, 1999 at 7:00 p.m. <br />PRESENT: Barnes, Haas, Leroux, Stoltzman <br />City Administrator, Robert Museus <br />City Engineer, Tom ATS <br />k <br />The purpose of this meetinwwas to review street issues in the City. Mr. Ross Harris, a planner <br />with OSM, reported to the Council the progress made to -date on the preparation of the City's <br />Transportation Plan. Mr. Ross Totika, also of OSM, explained the methodology being used for <br />monitoring current and projected traffic flow within the community. <br />The City Engineer explained the City -'s current State Aid Street Plan, stating that due to growth in <br />the community, the Council could designate an additional 1.4 miles of City street as state -aid <br />roads. The City Administrator briefly described the growth that occurred in the community in <br />1998, and projects that are expected to occur in 1999. The City Engineer then identified and <br />described the various streets that have been considered for improvement, including 140th Street, <br />between Forest Boulevard and Elmcrest Avenue; 140th Street, between Forest Boulevard and <br />CR8; Fenway Avenue, from 142nd Street to 145th Street; Elmcrest Avenue; the rail crossings at <br />130th and 140th Streets; and 140th Street, between CR8 and Keystone Avenue. He also stated <br />that it may not be feasible to construct Goodview Avenue, as proposed in the State Aid Street <br />Plan, between 145th Street and Oneka Lake Blvd., and suggested that the Council consider <br />removing the state -aid designation from Goodview Avenue in this area and allocate the mileage to <br />other roads. <br />Mr. Marvin LaValle, whose family owns property along the south side of CR8, which would be <br />impacted by some of the proposed road improvement project, explained his concerns regarding <br />the number and alignment of the proposed roadways crossing his property. He stated though he <br />understood the need to provide access across his family's land, no more than one road should be <br />planned for the area, and it should follow the general alignment of the Forest Lake interceptor. <br />Following substantial Council discussion, staff was directed to place the following items on the <br />Council agenda for February 16, 1999: <br />1. An amended state -aid road map adding 140th Street, between CR8 and Keystone Avenue; <br />and 130th Street, between Forest Boulevard and Goodview Avenue, to the state -aid system, <br />while removing Goodview Avenue, between CR8 and Oneka Lake Boulevard from the <br />system. <br />2. A resolution adding 140th Street, between Fenway Avenue and Elmcrest Avenue; Everton <br />Avenue, from 140th Street to CR8, to the City's street plan, as none state -aid roads. <br />3. Discussion of the improvement railroad crossings at 130th and 140th Streets. <br />The City Administrator then presented a draft road right-of-way ordinance, prepared by the <br />League of Minnesota Cities, with consultation with the utility industry. In order to give the <br />Council time to review this document, the Council directed that discussion of the ordinance be <br />placed on the agenda for March 1, 1999. <br />
