ME4 UTES FOR THE HUGO CITY COUNCIL MEETING OF MAY 5.1999
The Mayor reconvened the recessed City Council meeting of May 3, 1999 at 6:30 pm.
PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman
City Administrator, City Administrator
City Engineer, Tom Angus
Transportation Planner from OSM, Mike Kotila
Washington County Engineer, Doug Fisher
Wash. Cty. Transportation Engineer, Sandra Cullen
This meeting was held at the Washington County Public Works building, 11660 Myeron
Road, to discuss initial findings of the City's Transportation Plan with representatives of
Washington County.
Doug Fisher welcomed the Council and expressed the County's desire to work with the
City in developing a plan for the improvement of CSA8 through Hugo, and stated that, at
this time, the County was open to all options.
A discussion was held regarding needed improvements to CSA8, between TH61 and
CR57, including the need to correct safety problems along numerous curves, and the
potential of straightening the road for more direct alignment to CR57. It was generally
agreed that CSA8 in this area served as a collector street for eastern Hugo and western
May Township. Due to the number of options available in realigning the street, it was
decided that the County would prepare a list of options for further consideration.
The traffic counts prepared by OSM for the City's Master Transportation Plan predict a
substantial increase in traffic along CSA8, between TH61 and Ehncrest Avenue, indicating
a need to expand this road to four lanes. Options to serve the expected traffic include
expanding the highway at its current location, or removing the jog in the route along
TH61. Development occurring in Hugo may restrict the realignment of this road making
it important to give immediate attention to this issue. The County Engineer and City
Engineer are to develop a proposed realignment of CR8, west of TH61, for the Council's
consideration.
Leroux made motion, Petryk seconded, to adjourn at 9:25 p.m.
All aye. Motion Carried.
Robert A. Museus
City Administrator
