MINUTES FOR THE HUGO CITY COUNCIL MEETING OF MARCH 17.1999 <br />The meeting was called to order by Mayor Walter Stoltzman at 7:00 p.m. <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />Finance Director, Ron Otkin <br />At the Council meeting of March 15, 1999, the City Council tabled action on the request by the Fire <br />Department to purchase a telephone system for the new Fire Hall in order to give Council Member <br />Haas time to review the plan and develop an option for direct service by the local telephone company. <br />Council Member Haas reported to the Council that US West would install five phone lines into the Fire <br />Hall for the $225.00, and that the City could purchase an intercom system from Electrical Design for <br />$950.00. Approximately $1000.00 would be required to purchase phones and extending phone lines <br />throughout the building. Council Member Haas recommended the City pursue this option rather than <br />buy an integrated phone system at a cost of approximately $4,000. <br />After discussion, Haas made motion Leroux seconded, to have US West install the phone line to the <br />Fire Station in contract with Electrical Design for position of intercom services. <br />All aye. Motion carried. <br />Haas made motion, Leroux seconded, to amend his original motion stating that the cost of this service <br />was to exceed $3,000. The matter will return to the Council for further consideration. <br />All aye. Motion carried. <br />The City Administrator reviewed progress made to date on the Bald Eagle Industrial Park expansion <br />project, improvements to Fenway Boulevard, and the current project budget. He informed the Council <br />that the City needed to issue $2,000,000 in bonds for long term financing for the project, and that City <br />staff is working with Ehlers & Associates to prepare a financing plan for Council review and approval. <br />The Council then discussed issues arising from the Administrator's report. <br />As part of the Bald Eagle Industrial Park Improvement Project, the City created approximately 39 acre <br />feet of stormwater storage capacity along Clearwater Creek, where 8.5 acre feet were necessary to <br />serve the project needs. This leaves approximately 31.5 acre feet of storage available for future <br />projects. Based on the City's Management Plan for the Clearwater Creek Watershed, it is the City's <br />preference to eliminate the need for small stormwater holding ponds located in the community, and <br />centralize stormwater management into larger ponds, which are easier to manage and cheaper to <br />maintain. The Council determined that they would consider creating a stormwater management utility <br />during their discussions with the City's water management engineer scheduled for March 22, 1999. <br />One of the objectives established for the Industrial Park Project was to improve the function and <br />appearance of the area. The City has established protective covenants governing the use of property <br />the City is developing, but these standards do not apply to private property in the Park. In order to <br />ensure a higher quality of industrial development in the future, revised standards have been included in <br />the City's new Comprehensive Land Use Regulations, waiting approval by the Council. <br />
