MINUTES FOR THE CITY COUNCEL MEETING OF JUNE 30.1999 <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />City Engineer, Tom Angus <br />City Legal Representative, Paul Haik <br />The meeting of June 28, 1999, was reconvened by Mayor Stoltzman at 7:00 PM. for the purpose of <br />considering the water supply needs analysis prepared by the City Engineer, and to receive background <br />information on the City's mediation efforts to resolve the Judicial Ditch #2 drainage dispute. <br />The City Engineer presented the Council a series of options for the construction of a new well and <br />water tower in the Community. These included constructing the proposed new tower on City -owned <br />property near the-Catholic-Cemeteryor in the vacinity of the Peloquin Industrial Park, and to construct <br />a new well, either near the City Hall or in the Creekview Preserve Subdivision. There was also <br />discussion regarding the potential purchase of a large tract of land on the north side of the Community <br />to allow for construction of a well field in the future. This property could concurrently be used for <br />recreational purposes. <br />Angus reviewed the cost estimate previously received by the Council for these improvements. Based <br />on the location of the well and tower, sophistication of the controls used to .monitor and operate the <br />facilities, and the architectural details of the pumphouse, the Engineer's estimate is that the cost of this <br />project would be between $2,000,000 to $2,500,000. <br />There was generally consensus among the Council that staff should provide a feasibility report for the <br />construction of a well field and a municipal park on the north end of Community, after discussing this <br />with the Planning Commission, Parks Commission, and developing a list of site criteria to be used in <br />choosing a location. The Engineer was also to provide the Council a sketch of how the City property <br />by the Catholic park would be used if a tower was to be located at this location. <br />At approximately 8:30 PM, Stoltzman made a motion, seconded by Barnes, to move the Council to <br />closed session in order to discuss the goals and objections of the City in its mediation efforts with the <br />Rice Creek Watershed District, the DNR, and the Board of Soil and Water Resources regarding the <br />litigation for Judicial Ditch #2. <br />All ayes. Motion carried. <br />The Council reconvened an open session at approximately 9:40 PM. Following some discussion on the <br />items being included on the agenda for the regular July 6, 1999, meeting, Barnes made motion Haas <br />seconded, to adjourn. <br />All ayes.
