MINUTES FOR THE HUGO CITY COUNCIL MEETING OF AUGUST 30, 1999 The special meeting was convened by Mayor Stoltzman at 7:00 pm. PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman City Administrator, Robert Museus City Finance Director, Ron Otkin A special meeting of the Council was called to consider the City's year 2000 tax levy. The City Administrator provided a brief background on the state of Minnesota's property tax system. The Finance Director followed with an explanation of the regulatory deadlines to establish the City's budget and tax levy. He informed the Council that the City is required to provide Washington County a maximum tax levy for the year 2000 on or before September 15, 1999, and provide a final certification of the City's tax levy to the County by December 28, 1999. The Council determined to conduct their Truth in Taxation hearing on December 13, 1999. The Council then reviewed a first draft of the City's year 2000 general fund budget, both for operations and debt service. Following discussion, it was the general consensus of the Council that a resolution be drafted for their consideration on September 7, 1999 setting the City's maximum tax levy for the year 2000 at the levy limit established by the State of Minnesota. Council member Barnes requested that staff prepare a report on the cost of establishing an in-house engineering department for the City due to the growing costs associated with engineering services and the growth being experienced in the community. The Council then discussed the need to prioritize potential capital expenditures for the upcoming year. Staff was directed to provide the Council a worksheet to identify potential capital improvement projects, and schedule a special Council workshop on September 15, 1999 to discuss capital expenditure priorities.
