MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 4.1999 <br />PRESENT: Barnes, Haas, Leroux, Petryk, Stoltzman <br />City Administrator, Robert Museus <br />Washington County Engineer, Doug Fischer <br />Washington County Transportation Planner, Sandra Cullen <br />City Engineer, Tom Angus <br />Transportation Planner, Mike Kottila <br />Transportation Planner, Ross Hams <br />Dave Mitchell, City Engineer <br />The Mayor reconvened the City Council meeting of November 3, 1999, at 7:00 p.m. at the Hugo <br />Firehall. Doug Fischer, Washington County Engineer, reported to the Council that the County has <br />applied for federal funds to assist in the reconstruction of CSAH 8 from 35E in Anoka to T.H. 61. The <br />application for funding was not alignment specific but requested 4.5 million dollars, which represented <br />80% of the expected project cost. The remaining project cost would be divide under the County's cost <br />sharing policy, which generally provides for the County paying 75% of the local share and the City <br />Paying 25%. <br />The City would be required to provide the right-of-way for the alignment or expansion of the roadway. <br />The County will receive notice, as to whether they received the grant or not, in February. Mr. Fisher <br />indicated that the County feels this is an important project, and if federal funding is not available, other <br />methods of developing the roadway should be considered. These include the County delaying <br />improvements to CASH 8, between T.H. 61 and County Road 7., and refocusing their efforts to the 35 E <br />- T.H 61 corridor. Another option would be to have developers construct major portions of the roadway <br />as the property is subdivided. Mr. Fisher indicated that the County is willing to work with the City in <br />preparing an official map for the alignment of CASH 8, which would include a public participation <br />process and environmental review. The Council requested the City Administrator prepare a letter to <br />Washington County requesting a joint alignment study, and place the letter on the consent agenda for the <br />regular City Council meeting of November 15, 1999. <br />Council Member Barns left the meeting at 8:50 p.m. <br />Mike Kottila and Ross Harris briefed the Council on the City's proposed master transportation plan. <br />They reviewed the plan's purpose, components, and key findings, as well as recommendations for <br />implementing the plan. After Council discussion, it was decided the Council would provide Mike <br />Kottila their final comments on the plan by November 15, 1999, at which time they will consider <br />scheduling a public hearing on the proposed plan, tentatively set for December 20, 1999. <br />Council Member Leroux made motion, Haas seconded, to adjourn at approximately 10:00 p.m. <br />All Ayes.
