MINUTES FOR THE CITY COUNCIL MEETING OF JANUARY 21,1998 <br />The Mayor convened a special meeting of the Hugo City Council at 7:30PM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />City Finance Director, Ron Otkin <br />This meeting was called to consider possible revisions to the City's 1998 budget with the <br />intent of funding the construction of a new Fire Hall for the community. There was a brief <br />discussion regarding financing sources, including establishment of a separate EDA to issue <br />the bonds for the Fire Hall or potentially requesting the Washington County HRA to <br />finance the construction of the building, with the City making lease -purchase payments. <br />The Council then went through the budget, and directed that a budget amendment be <br />prepared for their review and approval transferring the following amounts from the <br />accounts specified into a special account for the Fire Hall: <br />1. $3,000 Mayor and Council <br />2. $1,000 legal publication <br />3. $4,000 administrator's budget <br />4. $1,500 election account <br />5. $2,000 clerk's budget <br />6. $3,500 from finance budget <br />7. $6,250 from the City Engineer's account <br />8. $5,000 from Fire Department <br />9. $8.000 from buflding inspections <br />10. $8.200 from street/materials account <br />$42,450 TOTAL <br />Miron made motion, Goiffon seconded, to send a bill to the newly -formed Brown's Creek <br />Watershed District for the engineering expenses incurred by the City for review of the <br />School Section/Goggins lake flooding problem. <br />All aye. Motion Carried. <br />Miron made motion, Goiffon seconded, directing staff to renegotiate the contract with the <br />White Bear Lake Counseling Center to reduce the City's participation in funding the <br />Center to $3,000/year. <br />All aye. Motion Carried. <br />Leroux made motion, Miron seconded, to adopt the 1994 fee schedule for the Uniform <br />Building Code. <br />All aye. Motion Carried. <br />
