MINUTES FOR THE HUGO CITY COUNCIL MEETING OF AUGUST 27.1998 <br />The meeting was called to order by Debra Barnes on behalf of the Mayor at 7:10 p.m. <br />PRESENT AT MEETING - <br />CITY COUNCIL: Arcand, Barnes, Goiffon <br />RCWD: Bob Hult, Andy Cardinal, Kate Drewry, Paul Nelson <br />HUGO PC: Peltier, Schumann <br />CITY STAFF: Administrator, Robert Museus <br />Engineer, Tom Angus <br />Water Engineer, Pete Willenbring <br />ABSENT: Leroux and Miron <br />Camellia Corell, with the engineering firm of Edmonds and Olivier, provided background <br />information on how storm water infiltration works. She stated that in reviewing <br />infiltration projects, there are five principal areas of concern, including infiltration rates, <br />depth to groundwater, potential for soil clogging, water quality, and cost of construction <br />and maintenance. <br />She was followed by Brad Edmonds, who explained how the South Washington County <br />Watershed Management District was using infiltration to manage storm water, and stated <br />that it is important that prior to designing a project to know the hydrological cycle in an <br />area, and that infiltration could assist with volume control, maintaining and improving <br />water quality, and recharging groundwater aquifers. <br />Kate Drewry, administrator for the RCWD, explained that it was the District's policy to <br />reduce runoff volumes through infiltration, minimizing impervious surfaces in developing <br />areas, retain landlocked basins, minimize soil impactions during development activities, <br />and establish best management practices for the management of storm water runoff. Mr. <br />Paul Nelson with the RCWD's engineering firm Montgomery Watson, closed the <br />presentation. <br />Group discussion followed on the benefits, issues, and concerns regarding using <br />infiltration to control storm water. Some of the issues raised included: the need for <br />mathematical certainty in flood control; local geological conditions; that storm water <br />management was one of many systems the City needed to manage to insure public health, <br />safety, and welfare. The community also had to be concerned about urban sprawl, cost <br />and economy, and social issues. <br />Goiffon made motion, Arcand seconded, to adjourn at 11:00 p.m. <br />All aye.
