.A <br />MIIYUTES FOR THE HUGO CITY COUNCEL MEETING OF SEPTEMBER 22, 1998 <br />The meeting was called to order by Mayor Fran Moon at 7:35 p.m. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Mixon <br />City Administrator, Robert Museus <br />City Attorney, Greg Gallen - <br />City Engineer representative, Scott McBride <br />City Water Resource Engineer, Pete Willenbring <br />OTHERS PRESENT: <br />Richard Damchik, Forest Lake Township Supervisor <br />Dick Tschida, Forest Lake Township Chair <br />Kevin Shoeberg, Forest Lake Township Attorney <br />Eugene Peterson, RCWD Manager <br />Kate Drewry, RCWD Administrator <br />Eric Thompson, RCWD Engineer <br />Dennis Hegberg, Washington County Commissioner <br />Tim Schug, Washington County Administrator <br />Don Wisniewski, Washington County Engineer <br />After introductory remarks and a welcome by Mayor Fran Miron, Eric Thompson, RCWD <br />engineer, presented the findings and conclusions of a report prepare by his firm for the as built <br />profile of Judicial Ditch #2 (Hardwood Creek). Based on the 1908 plans for the project, boring <br />samples, surveys, and analysis of file lines there is between three and four feet of siltation along the <br />length of the channel through Hugo and Forest Lake Township. Kate Drewry explained possible <br />funding sources for cleaning of the ditch, including assessments to benefited property owners and <br />use of the Watershed District's general tax levy. <br />Discussion was then held among those present regarding the potential benefit of the ditch cleaning, <br />the impact of the culverts located at the Harrow Avenue and CR4 are having on the ditch, whether <br />the siltation was an obstruction or maintenance issue, and the impact of ditch cleaning on adjacent <br />wetlands. <br />The Mayor concluded the discussion by stating that the City of Hugo would be preparing a petition <br />for presentation to the RCWD requesting the District declare the culverts located at 170th Street <br />and Harrow Avenue as obstructions to the stream -channel, and stated that the petition will be <br />provided to the Forest Lake Town Board and Washington County Commissioners with a request <br />that they would participate in the petition along with the City. <br />General discussion was held regarding joint issues between Forest Lake Township, Washington <br />County, and Hugo for potential upgrade of TH61 corridor, the proposed Hardwood Creek bike <br />trail, commuter trail, and complaints Hugo has received regarding the condition of Ingersoll <br />Avenue. <br />Don Wisniewski presented the City a draft Road Crossing Easement Agreement prepared by Mr. <br />Paul Fahning, representing Dennis Backes, the developer for Creekview Preserve subdivision. It <br />was generally agreed that changes will be made to the document regarding the future removal of the <br />
