MINUTES FOR THE CITY COUNCEL MEETING OF DECEMBER 14,1998 <br />The Mayor reconvened the December 7th recessed meeting of the City Council at 9:00am. <br />Present: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />Planning Commission members: Frank Puleo, David Schumann, Teddy Peltier <br />The purpose of this meeting was to discuss and review the City's revised Comprehensive <br />Land Use Regulations. Hugo residents in attendance at the meeting expressed a number <br />of concerns regarding the proposed regulations. Mr. Pete Pedersen expressed concerns <br />regarding limitations on the number mooring slips that should be allowed in the Oakshore <br />Park Homeowners' Association marina. He stated that the association desire to have one <br />slip available for each home in the subdivision, totaling 50 slips, where only 30 slips were <br />currently constructed. The City Administrator recommended that the association apply <br />for a SUP to record the number of slips available for the marina. <br />A number of residents residing along Elmcrest Avenue and Everton Avenue, north of <br />CR8, expressed objection to the City rezoning their property for industrial and multi- <br />family housing use. Among those stating objections were Nancy McRoberts, Jerry Rossi, <br />and Valerie Store. <br />Ed and John Waller stated that they wished a long-term agriculture district be covered by <br />the same regulations as the agriculture district in all matters including land use, types of <br />building allowed, setbacks, etc. <br />Marvin LaValle stated concerns regarding the proposed zoning of the southwest corner of <br />145th Street and Frenchmen Boulevard as a special planning district, as there are currently <br />no regulations prepared to guide development of the special planning district. He also <br />requested that the zoning for this corner be extended south to the drainage ditch <br />separating his farm field from the Oneka Estates subdivision. <br />The Council directed amendments to the proposed comprehensive land use regulations <br />showing the zoning of the east side of Elmcrest Avenue as being agricultural. Staff is to <br />prepare wording for an overlay district for eventual industrial use of the property. In <br />addition, the proposed future industrial district is to be the width of 140 wide along <br />Elmcrest. The proposed multi -family housing district on the east side of Everton Avenue <br />should be moved to the west side of Everton Avenue occupying that space which was <br />previously planned for industrial use. The east side of Everton Avenue to be zoned for <br />urban residential uses. <br />The Council directed that the southwest corner of 145th Street and Frenchman Boulevard <br />be zoned for commercial business down to the drainage ditch on the north side of the <br />Oneka Lakes subdivision. <br />
