MINUTES FOR THE HUGO CITY COUNCIL MEETING OF JULY 16.1997 <br />Mayor Fran Miron reconvened the recessed City Council meeting of July 7, 1997 at <br />8:00PM. <br />PRESENT: Barnes, Goiffon, Johnson, Leroux, Miron <br />City Administrator, Robert Museus <br />WSB Engineer, Pete Willenbring <br />City Engineer, Tom Angus <br />The purpose of this meeting was for the Council to receive a briefing from Pete <br />Willenbring on plans for storm water and environmental improvements to Clearwater <br />Creek, north of Bald Eagle Lake. Mr. Willenbring described for the Council the sites that <br />he has located within the floodplain area along Clearwater Creek, which could, with <br />improvement, restore approximately 200 -acre feet of storm water runoff. He reminded <br />the Council that in the Comprehensive Storm Water Management Plan for the Clearwater <br />Geek subwatershed, that 78 -acre feet of storage was planned to be constructed in the <br />area. Mr. Willenbring then informed the Council that this provided some options for the <br />location of the storm water storage. It also, through the permitting process with the <br />DNR, RCWD, and Corps of Engineers, some the sites located may not be acceptable for <br />construction. Mr. Willenbring also described options in improving the channel to <br />Clearwater Creek, which would improve the low -flow capacity of the channel, add <br />diversity, vegetation, and wildlife habitat, and improve water quality. <br />Leroux made motion, Barnes seconded, to direct Mr. Willenbring to coordinate permits <br />for the project with the RCWD, the DNR, the Corps of Engineers, and other agencies as <br />necessary, to determine the feasibility of constructing the storm water storage and other <br />improvements proposed. <br />VOTING AYE: Barnes, Goiffon, Leroux, Miron <br />VOTING NAY: Debi Johnson <br />Motion Carried. <br />The City Administrator presented the Council with a proposed Resolution authorizing City <br />staff to submit a grant request to Metro Council for partial reimbursement of the City's <br />expenses in developing its Comp Plan and related documents. He informed the Council <br />that though the grant request was in the amount of $45,000, limited funds available <br />through Metro Council will likely make the actual grant received substantially less than <br />this amount. <br />Barnes made motion, Leroux seconded, to adopt RESOLUTION 1997-13, A <br />RESOLUTION APPROVING AN APPLICATION FOR LOCAL PLANNING <br />ASSISTANCE GRANT AND DIRECTING IT FOR SUBMISSION TO MET <br />COUNCIL. <br />
