MINUTES FOR THE HUGO CITY COUNCIL MEETING OF 11/10/97 <br />The special meeting was called to order by Mayor Fran Miron at 7:30PM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />The purpose of this meeting was to discuss plans for extension of the Bald Eagle Industrial <br />Park. At the Mayor's request, the City Administrator presented a brief description of the <br />proposed plan, including goals and objectives, and the three options from which an <br />analysis had been performed. <br />Judd Jackson, an owner of one of the properties being considered for expansion in the <br />Industrial Park, informed the Council that their attorney had been out of town, and that <br />they would be responding to the City's proposal for the development of their property in <br />the near future. He expressed concern regarding the timing of the development of his <br />property, as proposed assessments for the project could substantially reduce the price they <br />would receive for their property. <br />Jim Kellison, member of the Planning Commission, recommended that the City establish a <br />separate Economic Development Authority to manage development of the Park. The <br />Council indicated their interest in looking into establishment of a separate EDA. The City <br />Administrator stated that he would provide the Council examples of EDA for their review. <br />Leroux made motion, Barnes, directing staff to place the purchase of the Roy Molitor <br />property, plus the City Engineer's proposal for engineering services for the plans and <br />specs of Fenway Boulevard, on the agenda for the next Council meeting. <br />All aye. Motion Carried. <br />Miron made motion, Barnes seconded, that the City receive competitive quotes for <br />preparation of the Environmental Assessment Worksheet plan for the project. <br />All aye. Motion Carried. <br />Goiffon made motion, Leroux seconded, to adjourn at 8:40PM. <br />All aye. Motion Carried. <br />Robert A. Museus <br />City Administrator <br />
