City Council meeting of June 17, 1996 <br />Page _ <br />Barnes made motion, LeroUX seconded, to approve the final plat for RICE <br />LAKE MEADOWS #4, subject to signing of the amended Development Agreement. <br />All aye. Motion Carried. <br />TIER I TIER II SANITARY SEWER STUDY <br />Mr. Ed Elliott, at the direction of the City Council, met with staff of <br />the Metro Council in an attempt to alter Met Council's stand that a Tier I <br />and Tier II sanitary sewer study be required as a part of the City's <br />Comprehensive Flan update. Mr. Elliott was informed that a Tier I will be <br />required as a part of the Comp Plan's update, and that a Tier II will be <br />required prior to any changes in the City's MUSA. OSM's estimated cost <br />for preparation of Tier I is not to exceed $',000,00. As the Metro <br />Council will not accept the,City's Comp Flan revision without the Tier I <br />report, staff recommended that the Council direct the City Engineer to <br />prepare the Tier I report, and submit it to the Council for its approval <br />prior to its submission to the Metro Council. Met Council will not allow <br />any change to the City's MUSA without a Tier II study. Met Council stated <br />that they would be willing to fund the Tier study at a cost of $33,000, <br />with a payback by the City to be determined. <br />Barnes made motion, Leroux seconded, authorizing the City Engineer to <br />proceed with the Tier I study needed for the City's Comprehensive Flan, at <br />a cost not to exceed $3,000. <br />Motion and second were withdrawn. <br />Goiffon made motion, Miron seconded, authorizing the City Engineer to <br />proceed with Tier I and Tier II sanitary sewer/water study, at a per hour <br />rate, and not to exceed $.:.?,o( -)(:).0o. <br />All aye. Motion Carried. <br />Leroux; made motion, Barnes seconded, directinq City staff to apply for a. <br />no interest loan from the Metro Council to conduct the Tier II study. <br />All aye. Motion Carried. <br />140TH STREET REQUEST FOR NO BOAT LAUNCHING SIGNS <br />Marlene Mogren, 9924 140th Street, requested that the City extend the NO <br />PARKING and NO BOAT LAUNCHING areas along 140th Street to the east across <br />her property. Staff had been informed that boats are launching off 140th <br />Street in this area, and that at times, cars are parked blocking Ms. <br />Mogren's driveway. The Council previously restricted parking and boat <br />launching at a section of 140th Street due to traffic concerns in this <br />area. The unusually high-water level of Lake F1aisted has extended the <br />opportunities for boat launching along a greater area of the roadway and <br />passed the current area signed for NO PARKING and NO BOAT LAUNCHING. <br />Miron made motion, Barnes seconded, directing City staff to install NO <br />PARKING and NO BOAT LAUNCHING sio_ns on 140th Street from C.R. SA to <br />K.'eystone Avenue. <br />All aye. Motion Carried. <br />
