MINUTES FOR THE HUGO CITY COUNCIL MEETING OF SEPTEMBER 21, 1996 <br />The Mayor reconvened the City Council meeting of September 16, 1996, at <br />9:OOAM at the Hugo Elementary School. <br />CITY COUNCIL PRESENT: Agness, Goiffon, Leroux, Miron <br />ABSENT: Debra Barnes <br />PLANNING COMMISSION PRESENT: Schumann, Waller, Rubenzer, Malaski <br />ABSENT: Peltier, Kellison <br />ALSO PRESENT: City Administrator, Robert A. Museus <br />The purpose of this meeting was to conduct a public workshop on the City's <br />planning efforts. After opening remarks by the Mayor, Ed Elliott of <br />Loucks and Associates, presented an overview of the City's proposed <br />Comprehensive Plan. He was followed by Fred Hoisington of Hoisington <br />Koegler Group, who presented the downtown redevelopment plan. Finally, <br />Todd Hubmer of WSB, made a presentation of the City's Comprehensive Storm <br />Water Management Plan. In addition to the above presentations, displays <br />were available for public review, comment, and discussion, including the <br />Comprehensive Plan, the downtown redevelopment plan, the City's Master <br />Park Plan, storm water management, infrastructure, and the proposed new <br />fire hall. Civic groups also had displays to provide information on <br />projects and activities that they are undertaking in the community. <br />At approximately 1:05 PM, the Council met to adjourn the meeting. The <br />City Administrator requested guidance on the process the Council preferred <br />in reviewing and adopting the Comprehensive Sanitary Sewer/Water Supply <br />Plan, prepared by OSM. <br />Miron made motion, Agness seconded, to conduct a joint hearing of the <br />Planning Commission and City Council on October 7, 1996, at the Hugo City <br />Hall, to receive public comment on the proposed Comprehensive Sanitary <br />Sewer/Water Supply and Distribution Plan. <br />All aye. Motion Carried. <br />The Council requested staff to prepare an executive summary report on the <br />document in advance of the hearing. <br />Goiffon made motion, Leroux seconded, to adjourn at 1:10PM. <br />All aye.
