City Council meeting of December 16, 1996 <br />Page 2 <br />TRUTH IN TAXATION HEARING <br />Finance Director, Ron Oda n, reviewed the public hearing requirements, and stated that if a <br />resident has an increase in their property tax, it's because of an increase in valuation, not <br />an increase in the City's tax rate. The Council would need to establish another meeting to <br />officially adopt the budget and tax levy. The public hearing was called to order and <br />Warren Arcand addressed the Council about the large increase in valuation for the Oneka <br />Ridge Golf Course. He was told to contact City's assessor regarding the increase. Julie <br />Williams, representing the White Bear Counseling Center, thanked the Council for their <br />contribution, and reviewed some of the programs available at the Centex. <br />Mirou made motion, Goiffon seconded, to schedule a special mating for December 17, <br />1996, at 8:30AK to officially adopt the City's 1997 budget. <br />All aye. Marion Carried. <br />PULEO (SPECIAL USE PERNQT) <br />City Planner, Ed Elliott, reviewed his memo regarding the history of Mr. Puleo's property. <br />After a lengthy discussion, it was decided that the best way to deal with the combined use <br />of his property (residence and retail agriculture) was to divide the property. <br />Miron made motion, Goiffon seconded, to approve the Special Use Permit as requested, <br />subject to subdivision of Frank Puleo's property into two separate parcels. <br />Barnes made motion, Leroux seconded, to amend the motion that approval is subject to the <br />Council reviewing a Special Use Permit listing conditions from all the SUP's issued to Mr. <br />Puleo. <br />AMENDMENT: All aye. Motion Carried. <br />ORIGINAL MOTION: All aye. Motion Carried. <br />STORM WATER MANAGEMENT ISSUES <br />Mr. Pete Willenbring of WSB Engineers was present at the Council meeting to discuss the <br />status of storm water managarient projects in the community. Mr. Willenbring presented <br />the City with a revised Storm Water Management Plan, as well as a work plan associated <br />with preparing plandspecs for improvements in the Clearwater Crede Watershed. <br />Mum made motion, Leroux seconded, to table these matters until the City Council <br />meeting of January 21, 1997. <br />All aye.
