MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF SEPTEMBER 11, 1995 <br />The meeting was reconvened from the meeting of 9/5/95 by Mayor Fran Miron <br />at 7 : 4O PM. <br />PRESENT: Barnes. Goiffon, LaValle, Leroux„ Miron <br />City Administrator, Robert Museus <br />City Finance Director, Ron Otkin <br />The purpose of this meeting was to consider the proposed property tax levy <br />for 1996. Mr. Otkin prepared a draft budget for Council consideration to <br />show the potential demand for property taxes during 1996. Mr. Otkin <br />reviewed the budget with the Council, explaining changes in expenditures <br />expected in the coming year. The Council was also informed that the <br />City's tax capacity for 1996 will grow 12.6% over 1995's. The increase is <br />due to reevaluation of properties in Hugo based on a new, automated <br />property assessment program being used by the Washington County Assessor's <br />Office, strong growth in new construction, and change in agriculture -land <br />values mandated by the State of Minnesota. <br />The staff recommended. that the tax levy for 1996 be based on keeping the <br />City's tax -capacity rate the same as in 1995. Due to the growth and <br />tax -capacity of the community, the certified property tax levy would <br />increase by $99,719.00 over 1995. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 1995-10, A <br />RESOLUTION APPROVING PAYABLE 1996 PROPOSED LEVY CERTIFICATION. <br />VOTING AYE: Barnes, Goiffon, LaValle, Leroux, Miron <br />Motion Carried. <br />The City Administrator then provided the Council a City priority worksheet <br />for their comment. The worksheet is to be used in helping to establish <br />budget priorities for 1996, and the Council is requested to review the <br />possible projects included on the worksheet, and provide any additions or <br />deletions they may desire to the City staff on 9/18/95. <br />The Administrator then informed the Council that he had contacted <br />Washington County, as directed by the Council, to determine their <br />willingness and ability to assist the City in resolving the flooding <br />problems being experienced in the School Section Lake/July Avenue area. A <br />meeting of interested parties has been scheduled for 6:00 PM, Wednesday, <br />September 1., 1995, at the Washington County -Public Works Department, to <br />discuss a possible Corps of Engineer study for the area. In order to <br />allow interested Council members to attend this meeting, the following <br />motion was made: <br />Barnes made motion, Goiffon seconded, to recess tonight's meeting at 9:50 <br />PM until 6:00 PM on September 13, 1995. <br />All aye.
