MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 14, 1995 <br />The Mayor reconvened the Council meeting of November 8, 1995 at 7:00 PM. <br />PRESENT: Goiffon, LaValle, Leroux. Miron <br />City Administrator, Robert Museus <br />City Engineer, Tom Angus <br />ABSENT: Debra Barnes <br />The purpose of this meeting was to discuss the petition for improvements <br />filed by residents of 177th Street. This petition requested improvement <br />of the road, between Greystone Avenue and Henna Avenue, by the addition of <br />bituminous surface. <br />The City Engineer had prepared a preliminary report on the project, which <br />had been provided previously to residents of 177th Street, in the area <br />proposed for improvement. The initial project cost was estimated at <br />$481,17-C). Mr. Agnes explained to the Council and residents the proposed <br />design for the roadway, and indicated that, if constructed, the road would <br />connect to the paved portion of 177th Street west of Greystone Avenue <br />through a .30 mph curve, which would regUire the acquisition of additional <br />right-of-way. <br />The Council then took comments from the residents of 177th Street, and <br />discussed the project. Principal concerns of the residents were the high <br />cost of the project and potential City contributions to its funding. The <br />Council was questioned whether the City cannot conduct some lower-cost <br />improvements to the road leaving it gravel, but still correcting drainage <br />problems. <br />Miron made motion, Goiffon seconded, to direct City staff to develop a <br />maintenance plan for the section of 177th Street, including regrading to <br />allow for better drainage, additional rock. Surface, and culvert repair or <br />replacement. <br />All aye. Motion Carried. <br />After a short recess. the Council discussed with staff the possible City <br />participation in the payment for improvements proposed in the Oak.shore <br />Parti:. :SUbdi.vision. This included whether the City should only participate <br />in the cost of collector streets or City participation should be extended <br />in scone manner to all City streets.
