MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF NOVEMBER 28 1995 The meeting of November lir, 1995 was reconvened by Mayor Miron at 9:35 AM. PRESENT: Barnes, Goiffon, LaValle, Leroux, Miron City Administrator, Robert Museus Loucks & Associates, Ed Elliott This meeting was called for the purpose of reviewing the revised Comprehensive Plan, as recommended to the City Council by the Planning Commission, as well as the final review of the proposed 1996 budget. Ed Elliott briefly explained to the Council recent changes made to the draft Comp Plan by the Planning Commission. The Council then proceeded to review the Plan on a page -by -page basis, identifying errors and inconsistencies for correction by Mr. Elliott. At approximately 11:00 AM, the Council determined that there would be insufficient time during this meeting to completely review the Plan, and discussed holding another meeting to finish this review during the morning of December 7, 1995 at 9:30 AM. Staff was directed to include discussion of this additional meeting on the Council agenda of December 4, 1995. Ron Otkin, the City's Finance Director, then reviewed changes made to the City's proposed 1996 budget that were made based on direction received from the Council dur-inq their workshop of October ..?i►, 1995. These changes included .increasing the planning and zoning budget to allow for preparation of a Downtown Redevelopment Plan, development plan for the Bald Eagle IndUStrial Park, as well as revision to the City's zoning and subdivision regulations. After completing review of the document, the following motion was made: Leroux, made motion. Barnes seconded, to accept the budget, as revised, for consideration at the Truth in Taxation hearing scheduled for December 13, 1995, at 7:00 PM. All aye. Motion Carried.
