MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF DECEMBER 13. 1995 <br />The meeting was called to order by Mayor Miron at 7:00 PM. <br />PRESENT: Barnes. Goiffon. LaValle. Leroux. Miron <br />City Administrator, Robert Museus <br />City Finance Director, Ron Otkin <br />The Finance Director reviewed the City's 1996 budget with the Council. <br />The Mayor then opened a public hearing to consider adoption of the budget. <br />As no one was present in the audience, no comments were received by the <br />Council. The Mayor then closed the public hearing. <br />Ms. Julie Williams, White Bear Lake Community Counseling Center, arrived <br />as the hearing was being closed, and discussed with the Council the <br />services the clinic provided to the City of Hugo, as well as some <br />observations on the types problems she has observed among her clients. <br />Given the personnel turnover occurring at the City's current consulting <br />engineering firm. OSM, the Council then discussed the Cit./ engineering <br />services for 1996. It was determined that the City would consider <br />contracting with another firm for services, and the Citi Administrator was <br />directed to arrancie a tour of WSB and Associates' facilities in early <br />January, 1996. <br />The Administrator then informed the Council that May Township has taken no <br />action on the City's request to enter into a Joint Powers Agreement for <br />the purpose of resolving the flooding situation being experienced in both <br />municipalities in the Brown's Creek watershed area. The Mayor requested <br />that the City Administrator prepare a letter for Council approval at its <br />next meeting, indicating to May Township the City of HUgo's concern that <br />the municipalities proceed in developing a solution to the flooding <br />problem as quickly as possible. <br />Miron made motion. Goiffon seconded, to adjourn at 8:25 PM. <br />All aye. Motion Carried. <br />Robert A. Museus <br />City Administrator <br />
