MINUTES FOR THE SPECIAL CITY COUNCIL MEETING OF DECEMBER 27, 1995 <br />The meeting was called to order by Mayor. Fran Miron at 7:oO PM. <br />PRESENT: Barnes, Goiffon, LaValle, Leroux, Miron <br />City Administrator, Robert MUseUS <br />City Engineer, Tom Angus <br />The purpose of this meeting was for discussion of the proposed Oak Shore <br />Pari: public improvement project with representatives of the Oak Shore Park <br />subdivision. Present representing the Association were Jim Metry, Becky <br />Petryk, John Good, George Anderson, and Pete Pedersen. Previous to this <br />meetinq the members of the Oak Shore Park Homeowners' Association (OSPHA) <br />had received copies and reviewed the feasibility report for the project, <br />as prepared by the City Engineer. The OSPHA had a number of concerns to <br />be discussed including: <br />1. Road standards. They were concerned that the road constructed throuqh <br />the development would be high quality and last longer than the roads« <br />constructed in the subdivision to their east. They were informed by <br />the Council that the City, within the last year, had increased the <br />road standards, and that all the roads constructed as part of the <br />proposed improvements would be to a 9 -ton standard, and that soil <br />borings would be taken prior to final design to insure the quality of <br />these roads. <br />2. The OSHA expressed concern regarding the necessity and location of the <br />NURP ponds as they would take up a substantial portion of the front <br />yards of the lots in which they are to be located. The City Engineer <br />stated that he was meeting next week with representatives of the RCWD <br />to discuss the NURP ponds. He should have more information available <br />for the meeting scheduled for January 4, 1995. <br />3. The Council questioned how homeowners would had previously paid SAC, <br />WAC, or REC charges would be credited for such payments at the time <br />they hooked up to municipal utilities. They were informed that if <br />the./ had already paid such a charge, they would receive credit, and <br />would not be required to pay the fee again as they hooked up. <br />4. OUtlot J was brought to the Council's attention. and there was limited <br />di-•CLISSion whether this outlot would be used for future City road <br />purposes. <br />5. The Council was queried whether all homes would be required to hook up <br />to municipal sewer as they became available to the lots. Councilman <br />LaValle stated that City ordinance required that connection to the <br />municipal sewer system be made at the time it became available to the <br />homeowner. <br />6. There was discussion regarding the retaining wall that may be <br />necessary for Lots 10 and 11, if Ethan Avenue was widened or moved <br />within its easement. The City Engineer stated this would be <br />undertaken as part of the public improvement project. <br />7. The homeowners stated that they wished to keep their parking lot on <br />the marina located on Bald Eagle Lake. <br />
