MINUTES HUGO PLANNING COMMISSION March 13, 2014 Call to Order Chairman Gwynn called the meeting to order at 7:00 pm. PRESENT: Arcand, Gwynn, Kleissler, McRoberts, & Rosenquist ABSENT: Lessard & Knauss ALSO PRESENT: Rachel Juba, Planner Bob Barth, WSB & Associates Approval of Minutes Gwynn made motion, Arcand seconded, to approve the Planning Commission minutes of February 13, 2014. All Ayes, motion carried. Stormwater Management Plan — Goals and Policies Planner Rachel Juba talked about the process in developing the stormwater management plan. The existing Stormwater Management Plan was adopted in 1998. Stormwater management plans are required to be updated every ten years with the Comprehensive Plan and must be consistent with Watershed District Rules. The Rice Creek Watershed District was in the process of revising the rules when the 2030 Comprehensive Plan was approved in 2010. The Metropolitan Council approved the Plan with the condition that the Stormwater Management Plan be completed once the rules were revised. The RCWD competed their revisions to the rules last summer, and the City is now updating the Plan. Bob Barth, WSB and Associates, presented the goals and policies to reduce, reuse, and replenish the City's water resources and the need the need to do this on a regional basis. He talked about the Oneka Ridge Golf Course water reuse project and what it meant for development. Staff recommended the Planning Commission review the goals and policies and provide comments to the City Council. The Planning Commission reviewed the goals and polies of the Stormwater Management Plan. They agreed the goals and policies will guide the plan in a good direction and will help the City achieve its water conservation goals.
