MINUTES <br />HUGO PLANNING COMMISSION <br />March 13, 2014 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:00 pm. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, & Rosenquist <br />ABSENT: Lessard & Knauss <br />ALSO PRESENT: Rachel Juba, Planner <br />Bob Barth, WSB & Associates <br />Approval of Minutes <br />Gwynn made motion, Arcand seconded, to approve the Planning Commission minutes of <br />February 13, 2014. <br />All Ayes, motion carried. <br />Stormwater Management Plan — Goals and Policies <br />Planner Rachel Juba talked about the process in developing the stormwater management plan. <br />The existing Stormwater Management Plan was adopted in 1998. Stormwater management <br />plans are required to be updated every ten years with the Comprehensive Plan and must be <br />consistent with Watershed District Rules. The Rice Creek Watershed District was in the process <br />of revising the rules when the 2030 Comprehensive Plan was approved in 2010. The <br />Metropolitan Council approved the Plan with the condition that the Stormwater Management <br />Plan be completed once the rules were revised. The RCWD competed their revisions to the rules <br />last summer, and the City is now updating the Plan. <br />Bob Barth, WSB and Associates, presented the goals and policies to reduce, reuse, and replenish <br />the City's water resources and the need the need to do this on a regional basis. He talked about <br />the Oneka Ridge Golf Course water reuse project and what it meant for development. <br />Staff recommended the Planning Commission review the goals and policies and provide <br />comments to the City Council. <br />The Planning Commission reviewed the goals and polies of the Stormwater Management Plan. <br />They agreed the goals and policies will guide the plan in a good direction and will help the City <br />achieve its water conservation goals. <br />
