It's in <br />staff's opinion that the proposal meets all the necessary requirements to approve the site plan <br />with the conditions stated in the resolution. <br />Commissioner McRoberts asked if the location of the required overstory trees matters on a <br />property. Juba answered stating that there is not specified locations of trees as long as the <br />applicant meets the appropriate total number outlined in the City code. There is a requirement for <br />a parking lot landscape and shading. <br />Peter Nafzger, pastor of the New Life Church, addressed the Commission presenting on the <br />proposed addition and how it would assist the church in their mission to serve the community. <br />Chairman Gwynn opened the public hearing. No one from the public commented. Chairman <br />Gwynn closed the public hearing. <br />Commissioner Knauss asked for clarification on the combining of the three existing conditional <br />use permits. Juba answered stating that the conditional uses would not be combined, but the <br />proposed conditional use amendment would supersede the existing. <br />McRoberts made a motion, Knauss seconded, to recommend approval to the City Council the <br />site plan and conditional use amendment for the proposed New Life Church building addition at <br />6000 148th Street North. <br />All Ayes. Motion carried. <br />Vint — CUP for Indoor Riding Arena <br />Community Development Intern Connor Schaefer presented on a proposed conditional use <br />permit for an indoor riding arena. The proposed conditional use permit is for a 6,600 square foot <br />horse riding arena for the property located at 13961 Elmcrest Avenue North. The applicant's <br />property was previously zoned Agricultural (AG) and the use of the property has remained <br />agricultural in nature. The property is zoned Single Family Detached Residential (R-3) and is <br />12.11 acres in size. <br />Schaefer presented on the topics regarding the spirit and intent, character of area, and screening <br />and buffering. Staff believes that the proposed use meets the spirit and intent of the ordinance, it <br />would not alter the character of the area, and it would not be easily seen from Elmcrest Avenue <br />North. Staff recommends approval of the conditional use permit for a 6,600 square foot indoor <br />horse riding arena for the property located at 13961 Elmcrest Avenue North. <br />Commissioner McRoberts asked the applicant, Christina Vint, about Elmcrest Avenue North and <br />if there would be visitors using this arena that would bring multiple trips to the residence. Vint <br />answered saying the road is paved and that the proposed indoor riding arena would be primarily <br />used by her and her family. <br />Chairman Gwynn opened the public hearing.
