MINUTES <br />HUGO PLANNING COMMISSION <br />March 22, 2012 <br />Call to Order <br />Chairman Gwynn called the meeting to order at 7:02pm. <br />PRESENT: Arcand, Gwynn, Kleissler, Knauss, McRoberts, Rosenquist <br />ABSENT: Moore <br />ALSO PRESENT: Rachel Juba, Planner <br />Anna Wobse, Accounting Clerk <br />Approval of Minutes <br />Chairman Gwynn added to the January 12, 2012 minutes the Oath of Office taken by Knauss. <br />McRoberts made motion, Kleissler seconded, to approve the Planning Commission minutes of <br />January 12, 2012, with revisions. <br />McRoberts made motion, Kleissler seconded, to approve the Planning Commission Goal Setting <br />Workshop minutes of January 12, 2012. <br />All Ayes, motion carried. <br />Site Plan — Xcel Energy <br />City Planner, Rachel Juba, presented to the Planning Commission the site plan for the Xcel <br />Energy Training Center located at 13620 Fenway Boulevard North. The site plan includes a <br />20,000 square foot indoor training center with six outdoor natural gas leak stations and an <br />outdoor electrical training area consisting of gravel roads, thirty electrical poles and <br />surface/underground connection stations. Juba informed the Commission that the site plan meets <br />all of the ordinance standards for building setbacks, building height, building coverage versus lot <br />coverage, landscaping, lighting, fencing, screening, street access, parking, trails, architecture, <br />signage, drainage, grading, utilities and wetlands. Juba also informed the Commission that the <br />applicant is showing future phases on the site plan, but each of those future additions would <br />require the applicant to formally apply for site plan approval. Staff recommended that the <br />Commission approve the site plan as presented. <br />Two representatives from the architectural firm RSP were in the audience to represent Xcel <br />Energy. Chairman Gwynn welcomed them to come forward. Mike Kisch thanked the <br />Commission and informed them that it is their intention to fully complete everything proposed <br />on the site plan. <br />
