Gwynn then closed the Public Hearing. <br />Bryan stated that the Planning Commissioners are free to add more conditions to the permit to <br />address the screening. <br />Gwynn asked if the Planning Commissioners had any other comments. Rosenquist then asked <br />what will be stored in the proposed accessory building. Liz asked the applicant to answer this <br />question. The applicant responded by saying that he will be storing trailers, cars and other <br />various items. <br />Arcand stated that the Planning Commission should add a condition that addresses the <br />maintenance of the existing screening. <br />Bryan stated that this request can be allowed. Rosenquist made motion, Arcand seconded to add <br />a condition to the Conditional Use Permit that addresses adequate screening on the property. All <br />ayes, motion carried. <br />Rosenquist motioned, Arcand seconded to approve the Conditional Use Permit for Roger Capaul. <br />All Ayes, motion carried. <br />LCDA Grant — Northern Area Gateway Plan <br />Bryan presented to the Planning Commission the LCDA Grant that the City is applying for. This <br />grant would help fund the development for the Northern Area Gateway Plan, which has been on <br />the list of City goals for the past few years. <br />The northern mixed-use development areas listed in the 2030 Comprehensive Land Use map <br />along 170th Street were the areas that the Planning Commission has been interested in. The grant <br />would help highlight these properties and guide development applications in this area. If funding <br />is successful with this grant it would allow future projects and studies to take place in this <br />location. The project would be fairly extensive and cost approximately $75,000 with a cost <br />match of 25% from the city. Bryan ended the presentation by asking if there were any questions. <br />Knauss asked what will happen to this project if the city is not successful in obtaining the grant. <br />Bryan responded by saying that they city has not put any budget aside for this project and <br />therefore would not be able to start planning this year. He stated that if the city is unsuccessful <br />the Planning Commissioners can request the City Council to approve putting funds together to <br />help initiate the project. <br />Gwynn asked about the current proposal of the roundabout installation at the 170th Street and <br />Highway 61 intersection and its effects on this project. <br />Bryan responded in saying that the roundabout project would not have a very significant impact <br />on the project or the land use plans for the area. <br />Rosenquist mentioned that this is a great time for planning a project like this, and would be a <br />
