Planning Commission Minutes — July 28, 2011 <br />Page 3 <br />Appointment of Sub -Committee Member for Irish Ave Park Planning <br />Shayla, Syverson, Parks Planner, presented on the planning for Irish Avenue Park. <br />At their meeting of July 20, 2011, the Hugo City Council listened to a presentation from the <br />University of Minnesota Women's Track and Field Head Coach Gary Wilson and White Bear <br />Lake High School Boys Track Head Coach Dave Percival with a proposal for a cross country <br />running facility at Irish Avenue Park. Wilson and Percival shared their vision of "Irish <br />Meadows" which has the potential of including a multi -use off road cross country running/ <br />skiing facility and pinwheel ball field complex and other park facilities. <br />The City Council authorized the formation of a committee to discuss master planning of Irish <br />Avenue Park. They also discussed the importance of including a neighborhood representative, City <br />Council member, Planning Commissioner, Parks Commissioner, Lions Club member, American <br />Legion member, and possibility a representative from the County on the committee. Staff was <br />directed to solicit names for those willing to serve on the subcommittee and bring it back for <br />approval. <br />The duties of the committee are to develop an understanding as to the improvements that would <br />need to be made such as parking and access, how and when residents would become involved in the <br />planning process, potential timeline for improvements, and how the park was currently being used. <br />A Memorandum of Understanding could be developed to establish expectations if needed. <br />Staff recommends that the Planning Commission appoint one commissioner to serve on the Irish <br />Avenue Park Planning Committee. <br />Gwynn stated that he was interested in being on the sub -committee. <br />Schumann made a motion, McRoberts seconded, to appoint Rick Gwynn as the Planning <br />Commission reprehensive on the sub -committee. <br />All Ayes, Motion carried. <br />Discussion on Zoning Ordinance Updates and Planning Commission Workshops <br />Staff discussed the next zoning ordinances that will be updated. These ordinances include <br />variances, guest homes, churches, and schools. The Ordinance Review Committee (ORC) will be <br />working on the updates and they will be brought to the Planning Commission for their review. <br />Staff discussed training topics and workshops with the Planning Commission as part of its goals <br />for 2011. The Planning Commission talked about a workshop with the EDA on City identity. At <br />its May 9, 2011, meeting the EDA agreed with the Planning Commission to have a workshop on <br />City identity. <br />Rosenquist made a motion, Gwynn seconded, to have the City identity workshop with the EDA <br />at the first Planning Commission meeting in November. <br />
