Planning Commission Minutes — March 24, 2011 Page 3 Gwynn motioned, Kleissler seconded, to approve the Minor Subdivision and Conditional Use Permit Request. All Ayes, motion carried. Comprehensive Plan Amendment — Parks Plan Update Parks Planner, Shayla Syverson, explained the proposed changes to the Comprehensive Plan. Some of the changes included text and map amendments to make active and passive parks and renaming of Irish Avenue Park from Future Park. Arcand asked if staff expected approval from the Metropolitan Council. Shayla answered that this was not a major change and she did not see any issues. Schumann opens the public hearing. Schumann closes the public hearing. McRoberts motioned, Gwynn seconded to approve the comprehensive plan amendment. All Ayes, motion carried. Redevelopment Concept Plan — Pete Sampair Planner, Rachel Juba, gave the background to the Planning Commission. She went though plan and different phases with the Planning Commission. She explained that the applicant would like comments and feedback on the concept plan. The property owner, Pete Sampair, described the phasing in more detail to the Planning Commission. He explained that he does not have an agreement to buy the surrounding properties, only permission to show on a concept plan. Schumann stated that underground parking may not happen in this area because of the high ground water. Mr. Sampair answered that it may have to be first floor parking and not underground. Schumann asked what kind of senior housing would be there, and would it be owner occupied? Mr. Sampair answered that it would not be a co-op but more of a rental type. Schumann asked how tall the retail buildings would be. Mr. Sampair answered that they would typically be one story. He reminded the Planning Commission that this was only a concept plan and that the retail building sizes could be different, he just wanted to show the location.
