Planning Commission Minutes — April 28, 2011 <br />Page 2 <br />Dave Hemple answered that it would leave a small building footprint with wetlands in the back <br />of the homes. <br />Schumann closed the Public Hearing. <br />Arcand motioned, Gwynn seconded, to approve the PUD amendment and preliminary plat for <br />Fable Hills Yd Addition. <br />All Ayes, motion carried. <br />National Recycling Inc. — Site Plan, Variance, Conditional Use Permit, Encroachment <br />Agreement, and Easement Vacation <br />Planner, Rachel Juba, gave the background to the Planning Commission. She explained that the <br />4.18 acre property was zoned C-2 and currently has an illegal nonconforming use. The request <br />was to allow a recycling center on the property which is allowed with a CUP. Staff <br />recommended approval of all requests. <br />Dave Schoenecker, attorney for National Recycling Inc., along with Owner, Rick Mark, <br />explained to the Planning Commission that this was a tough process, but it worked out and will <br />be a good solution. <br />Schumann commented that with the increased traffic on Highway 61, it will be good to see <br />improvements. <br />Schumann opened the public hearing. <br />Keith Bruestle, 15807 Foxhill Ave N, commented that he was generally happy with the changes. <br />He would like to see a turn lane on Highway 61. He asked how high the wall was on the west <br />elevation and would like to see coniferous trees for sight and noise screening. He also <br />commented on noises from dumpsters and other loud banging in the early morning hours. <br />Rosenquist answered that the new changes would limit the noises. <br />McRoberts asked what the hours of operation were. <br />Mr. Mark explained that 7 A.M. to 6 P.M. are typical hours however he may have to expand <br />some of those times while implementing the changes. <br />Bryan Bear added that it is not typical to have hours of operation. Excessive noise would be a <br />violation of the nuisance ordinance. He added that approval of the requests would drastically <br />reduce the amount of activity on the site. <br />Schumann closed the public hearing. <br />Schumann added that he is very comfortable with the changes. <br />
