MINUTES <br />HUGO PLANNING COMMISSION <br />June 23, 2011 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Arcand, Gwynn, Kleissler, McRoberts, Rosenquist, Schumann <br />ABSENT: Moore <br />ALSO PRESENT: Bryan Bear, Community Development Director <br />Dennis Fields, Community Development Assistant <br />Rachel Juba, Planner <br />Approval of Minutes of April 28, 2011 <br />Arcand made motion, Gwynn seconded, to approve the Planning Commission minutes of <br />April 28, 2011. <br />All Ayes, Motion carried. <br />Luedeke — Interim Use Permit for a Home Occupation <br />Planner, Rachel Juba, gave the background to the Planning Commission. She explained that the <br />applicant was asking for an Interim Use Permit to allow a home occupation at 17627 Henna Ave <br />N. The home occupation was for a motor vehicle repair business on the property. Rachel <br />explained the impacts, general standards, and conditions for approval of an IUP. Staff did not <br />find that it met the spirit and intent of the ordinance or character of the area. Staff recommended <br />Denial of the IUP request. <br />McRoberts asked the size of the accessory buildings. <br />Rachel answered that there are no restrictions on size and number of buildings on property <br />greater than 20 acres in agricultural zoning districts. <br />Schumann opened the Public Hearing. <br />The applicant, Terry Luedeke, explained the business to the Planning Commission. He told the <br />Commission that he does not advertise, and feels that it is a good fit in his neighborhood. He <br />explained that there were many other businesses in the area along Henna Ave N and that he isn't <br />adding a problem. He mentioned that his business is unique in that there are no mechanics that <br />will work on larger equipment in the area. He let the Planning Commission know that he pays a <br />share for the snow plowing, grading, gravel, and chloride on the shared driveway. <br />
