Planning Commission Minutes — August 13, 2009 <br />Page 3 <br />Ayes: Galler, Rosenquist, Moore, Schumann, Kleissler <br />Nay: McRoberts <br />Motion carried. <br />Discussion on Hunting Issues <br />Community Development Assistant, Dennis Fields, gave a presentation to the Planning <br />Commission regarding hunting issues and ordinance changes. The City Council directed the <br />hunting committee to meet and discuss the current Shooting Regulations Ordinance and issues <br />surrounding Bald Eagle Lake and make a recommendation to the City Council. Dennis <br />presented the recommendations to the Planning Commission. Staff recommended to adopt the <br />shooting regulations ordinance as presented. <br />Schumann felt that Bald Eagle Lake has outgrown hunting in that area. Also he felt that it <br />wasn't a very large impact because it isn't allowed on other areas of the lake in other <br />jurisdictions. <br />Rosenquist was in favor of creating a hunting map which would outline areas of the City that <br />would be "closed" or "open" to hunting. <br />Kleissler thought the map was a good idea. <br />McRoberts thought the map idea was also a good idea and hunting should not be allowed on the <br />lake. <br />McRoberts made a motion, Moore Seconded, to approve the proposed Shooting Regulations <br />Ordinance. <br />All Ayes, motion carried. <br />Rosenquist thought the City shouldn't adopt an ordinance change that the City Attorney doesn't <br />feel we could enforce if challenged. <br />Schumann made a motion, Moore seconded, to add language to the ordinance to prohibit the <br />discharge of a firearm within the ordinary high water mark on Bald Eagle Lake. <br />Ayes: Moore, Schumann, Kleissler, McRoberts <br />Nay: Galler, Rosenquist <br />Motion carried. <br />
