MINUTES <br />HUGO PLANNING COMMISSION <br />October 9, 2008 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Burmeister, Kleissler, Rosenquist, Schumann, and Weidt <br />ABSENT: Moore, McRoberts <br />ALSO PRESENT: Bryan Bear, Community Development Director <br />Dennis Fields, Community Development Assistant <br />Rachel Simone, Associate Planner <br />Approval of Minutes of September 25, 2008 <br />Weidt made motion, Burmeister seconded, to approve the Planning Commission minutes of <br />September 25, 2008 as presented. <br />All Ayes <br />Motion carried. <br />Residential Services Zoning Text Amendment <br />Associate Planner, Rachel Simone gave a background to the Planning Commission and <br />explained that this was first discussed at a previous Planning Commission meeting for the End <br />Zone site. During the meeting the Planning Commission expressed that they wouldn't mind the <br />sale of alcohol on the site but that they would like to see it closed at l Opm. <br />Rachel explained the Neighborhood Food Services performance standards that include food/ <br />storage standards, delivery times, operation times, oder filtration, drive thru windows, and <br />outdoor entertainment. <br />Staff recommends approval and asked for feedback from the Planning Commission. <br />Weidt mentioned that outdoor seating could cause noise problems in the surrounding <br />neighborhoods. <br />Schumann asked about the MN/DOT turn lanes into the site <br />Kleissler wanted to know if lighting would be a problem for neighboring residents. <br />Rachel explained that the City already had an ordinance that covered the lighting on the building. <br />
