MINUTES <br />HUGO PLANNING COMMISSION <br />JUNE 22, 2006 <br />Call to Order <br />Chairman Schumann called the meeting to order at 7:00 p.m. <br />PRESENT: Bailly, McRoberts, Rosenquist, Schumann, Weidt <br />ABSENT: Hoffbeck, Kleissler <br />ALSO PRESENT: Bryan Bear, Community Development Director (CDD) <br />Michele Lindau, Community Development Assistant <br />Minutes of June 8, 2006 <br />Weidt made motion, Rosenquist seconded, to approve the Planning Commission minutes of June 8, <br />2006, as submitted. <br />All Ayes. Motion carried. <br />Wilderness View 3ra Addition Preliminary Plat <br />The Commission held a public hearing to consider the Application of K -G Incorporated, 3050 Echo Lake <br />Avenue, Mahtomedi, for preliminary plat for Wilderness View 3rd Addition. The plat would consist of <br />60 single family homes on 27.14 acres. The property is located east of Highway 61 and north of 125th <br />Street and Zoned Single Family Detached Residential (R-3) where the minimum lots size for single <br />family homes is 10,400 square feet. <br />The CDD explained that in December of 2005, the Planning Commission and City Council had reviewed <br />a sketch plan for 52 homes on the eastern 19.69 -acre portion of this site (Mulcahy Property). <br />The CDD presented the revised plat to the Commission which included the Hauble property to the west. <br />The proposed lots met all R-3 requirements for lot size, width and depth and all building setback. The <br />plans included a 20 -foot -wide outlot (Outlot A) with a 20 -foot -wide access easement between Lot 4, <br />Block 3 and Lot 1, Block 4 to allow access to the stormwater pond on the east end of the site. Staff was <br />concerned that the outlot would not be properly maintained because there was no homeowners' <br />association for this development. Staff recommended that the applicant remove the outlot but retain the <br />20 -foot -wide access easement for access to the pond. Fences, landscaping, and other structures would <br />not be allowed in the easement. <br />Water and sanitary services would be available. Sanitary service would utilize the existing system in the <br />Beaver Ponds South development to the north and the applicant would be required to contribute to the <br />cost of the lift station. The existing sewer system had adequate capacity to serve this development but <br />additional development to the south and west could not be served by this sewer system. <br />Schumann referred to a letter from ERA Muskie that questioned the potential road to the south and he <br />asked if their concerns had been addressed. The CDD explained that there were no plans to construct a <br />
